Tenders are invited for Consultancy Training on Inclusive HR Practices. Closing Date: 14 Jul 2025 Type: Consultancy I. Introduction: Humanity and Inclusion (HI) is an independent and impartial international aid and development organization working in situations of poverty and exclusion, conflict and natural disaster. Working alongside people with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and fundamental rights. HI is currently implementing projects in more than 50 countries worldwide. Handicap International Humanity and Inclusion (HI) has been operating in Sri Lanka since 1992. It started its operation in Sri Lanka with the training of rehabilitation professionals in Health Sector. Today our mission has expanded, and it includes interventions like inclusive economic development, social inclusion/cohesion, disaster risk reduction, physical rehabilitation and human rights and democracy. II. Context: Persons with disabilities are the largest minority in the world and the issue of their rights and inclusion in society is receiving increasing attention from the international community and States. The full participation of persons with disabilities in society includes access to employment and decent livelihoods. According to the International Labour Organization (ILO), less than 20% of people with disabilities worldwide are currently employed. According to the ILO, this corresponds to a loss of global GDP of between 3% and 7%. Lack of income not only jeopardizes the survival of people with disabilities and their families, but also affects their psychosocial status, social situation and inclusion in the community. Access to employment is the best way to break the cycle of poverty and ensure that people with disabilities contribute to the economic growth of their country. Humanity & Inclusion (Handicap International) is implementing a project, Promoting the diversity in the employment focussing Women and People with Disabilities through two Business Ventures that aims to promote employment of Women and People with disabilities by piloting, consolidating and promoting approaches, tools, experiences and good practices on inclusive employment world-wide and in Asia, in particular. III. Objective: Despite increasing awareness, persons with disabilities continue to face significant barriers in accessing and retaining employment. HR personnel play a critical role in shaping organizational policies, recruitment, and workplace culture. Inclusive Human Resource (HR) practices such as reasonable accommodation, inclusive recruitment, and disability-friendly policies are essential for attracting and retaining a diverse workforce. This training aims to equip HR professionals from three private sector companies with practical tools and knowledge to create and maintain inclusive workplaces, particularly for persons with disabilities. IV. Scope of work: To build the capacity of HR professionals to adopt inclusive HR practices that promote the recruitment, retention, and career development of persons with disabilities. The training will: Raise awareness of inclusive HR principles. Address unconscious bias and workplace accessibility. Provide actionable strategies and policy adjustments for inclusive recruitment and retention. Support organizations to align with national and international standards on disability inclusion. This is a one-day, in-person training session held in Colombo for approximately 2530 HR personnel from the three target companies. The selected consultant/trainer will design and deliver a participatory, interactive training program covering: Principles of inclusive employment and non-discrimination. Legal and policy frameworks (national and international). Inclusive recruitment, onboarding, and retention strategies. Reasonable accommodations and accessibility. Case studies and success stories from Sri Lanka and beyond. Facilitate group discussions and practical exercises. Provide a resource pack and post-training summary report. Coordinate with HI for logistical and participant-related needs. V. Consultant Qualification: 1. Proven experience in delivering HR or disability inclusion training, particularly for private sector participants. 2. In-depth knowledge of inclusive employment frameworks and practices. 3. Familiarity with Sri Lankan labor laws and international conventions (e.g., CRPD, ILO). 4. Strong facilitation and communication skills. 5. Experience working with NGOs/INGOs on disability-related themes is an asset. 6. Persons with disabilities who meet the relevant qualifications are encouraged to apply. VI. Deliverable/s: Develop and share a training agenda and materials prior to the session. Conduct the full-day training. Submit a training report with: - Summary of sessions - Participant feedback - Key recommendations for future action Provide soft copies of all resources and presentations used. VII. Duration & Location Date: (To be finalized) Time: 9.00 AM 3.30 PM Venue: Hotel in Colombo (venue to be confirmed by HI) VIII. - Selection Criteria Criteria Maximum Marks Previous Experience in similar tasks such as conduct training on Inclusive HR practices 20 Understanding the Sri Lankan context, challenges and opportunities for persons with disabilities 20 Experience in using assistive technology and digital access 20 Experience of working with people with disabilities or trainer (himself/herself experiencing with disability) 10 Experience in training delivery in English (Fluency) 10 Financial Proposal 20 IX) Consultancy Fee Total Consultancy cost will be paid against one invoice. Travel expenses, all applicable taxes, and resource fee should be included in to the total consultancy. How to apply Application Procedure: Consultant/Bidders who meet the requirements should submit an expression of interest, which must include the following: Company profile(s)/CVs including below: - Previous Experience in similar tasks such as conduct training on Inclusive HR practices - Understanding the Sri Lankan context, challenges and opportunities for persons with disabilities - Experience in using assistive technology and digital access - Experience of working with people with disabilities or trainer (himself/herself experiencing with disability) - Experience in training delivery in English Documentation of legal status Trade license BIN, TIN, including registration required as per the law of the country (Mandatory) Bank Solvency Certificate (optional for both individuals and companies) Applicants must submit a technical proposal detailing their approach to delivering the required services, including a proposed session plan Applicants must financial proposal with detailed budget and cost breakdown. Applicants must provide documents demonstrating their experience in the required field Applicants must provide documents their experiences to work with different NGO/ INGO. Quoted price should include VAT and TAX following government rules. VAT and TAX will be deducted as per the Government Law. Payment conditions should be clearly mentioned in the financial offer. Bank details, including the name of the account, bank name, branch, swift code, etc., must be provided. Proposals must be submitted in LKR. Applications that do not include the above will be considered administratively non-compliant and will not be evaluated further.
