The Subject Of The Public Contract Is To Increase The Quality Of Transport Due To The Extended Management Function, Responding To Other Data On A Wider Scale, A Mutually Providing Control On Light Signaling In The Large Territory Of The City And The Considering Scenarios Of Adaptation Of Transport Management With Regard To The Development Of Transport, Including Emergency Situations. Such Driving Will Make Full Use Of The Possibility Of The Current Control Control Panel, Allowing The Emergency Intervention Of The Dispatchers Of The Transport Information And Control Center, And In Particular The Automatic Response To The Current Events. In Principle, The System Knows How Traffic Is Developing And Optimizes The Control Strategy. The Result Is Shorter Arrival Times, Less Transport Congestion, Respectively. Shorter Periods With Their Occurrence, Flexible Reaction Of Control Systems, Adjustment Of Diversion Routes, The Possibility To Better Inform Users, Etc. The Need For Such A System Will Be Essential, Inter Alia, In Connection With The Opening Of The D3 Motorway And Solutions Of All Diversions, Including Those With Regular Highway Tunnel Closure. Stage 1 - Processing Of The Basic Technical Concept Of The Work With The Aim Of Submitting An Application For Subsidies: • Proposal For The Architecture Of The Ssz Superstructure, Including Incorporation Into The Current City Of The Ssa In The City, Including The Transport Information And Management Center; • Proposal For Distribution Of Areas In The City And Their Analysis-Based On The Provided Transport-Engineering Data, Documents Of The Ssz Traffic Solutions, Existing Strategic Documents Concerning Superstructure Proceedings (Including Existing Proposals For Distribution Of The City Into Areas) And Documentation Of Telematics Facilities; • Verification Of All Other Telematics And Devices Applicable To The Collection Of The Necessary Data Management By Means Of Ssz - Eg Strategic Transport Detectors, Vehicle Fleets / Fcd, Data From The Ministry Of Transport Of The Czech Republic And The Rmd (Ndic And Others), Meteorological Information, Parking Information, Etc. • Identification Of Specific Situations To Which The Superstructure Proceedings Should Respond And React Methods (Automatic / With The Dispatchers Intervention); • Design Of Basic Rules And Links, Including Recommendations Of Superstructure Algorithms Used Abroad And In The Czech Republic; • Designing A Suitable Part Of The Work For Pilot Testing Of The Proposed Algorithm For Subsequent Expansion To Other Areas; • Description Of Potential Implementation Of Basic Interfaces To Existing Technology; • Framework Stages And The Design Of The Blind Budget For Pricing The Work In The Offers Of Participants; • Recommendations For Qualifications Of Participants And Technical Requirements For Participants; • Supplementation Of Sla Design + Defined Qualitative Indicators (Kpi) For Independent Verification Of Algorithms Functionality And The Associated Qualities Of The Work; ; • Preparation Of The First Version Of The Technical Part Of The Tender Documentation Intended For Comments In The Subsequent Part Of Stage 2; • Continuous Active Consultations Include Ongoing Active Consultations
