Procurement Processes Will Be Carried Out In Accordance With The Regulations And Eligibility Procedures Of The Inter-American Development Bank. The Main Objectives Of The Project Are To Improve The Efficiency And Transparency Of Public Procurement Spending By The State. To Achieve These Objectives, Two Components Are Addressed: Component 1. Regulatory And Organizational Strengthening Of The Public Sector Procurement And Contracting System, Whose Objective Is To Ensure The Effective Transition And Adoption Of The Reform Of The Public Procurement Law And Its Organizational Environment. This Will Include Three Subcomponents: A) Subcomponent 1.1. Support For Users In The Adoption And Dissemination Of The Reform Of The Public Procurement Law. The Following Activities Will Be Funded: (I) The Development Of A Repository With Directives, Instructions, And Conditions Of Use In Accordance With Public Procurement Regulations; (Ii) The Development Of A New User Service System; (Iii) The Design And Implementation Of A Strategy For The Adoption And Dissemination Of Law No. 19,886, As Amended By Law No. 21,634 And Its Regulations, Which Promotes The Participation Of Women-Led Businesses And Sustainability In Public Procurement, Considering Suggested Clauses In The Electronic Forms Of The Bidding Rules And Other Contracting Processes, Which Promote The Inclusion Of Businesses Led By Women And People With Disabilities; (Iv) The Implementation Of Support Strategies For The Incorporation Of New Users Into The System, Including: A) An On-Boarding Program For New Organizations, Workshops With Smaller Companies And Unions; B) Workshops With Corporations And Municipalities, Local Suppliers And Service Managers; And C) The Incorporation Of Public Works Bids And Contracts From The Mop And Minvu; And V) The Design And Implementation Of A User Training Program On Regulatory Changes. B) Subcomponent 1.2. Support For Strengthening The Observatory For The Efficiency And Effectiveness Of Procurement Processes. The Following Activities Will Be Funded: (I) The Automated Review Of Procurement Processes, Including Efficiency And Effectiveness Alert Models; (Ii) Implementation Of Public Procurement Analytics With Machine Learning For The Design And Training Of Risk Management Models; (Iii) Implementation Of Text Analytics In Public Procurement; (Iv) Implementation Of A New Data Governance Model, Including The Expansion Of Technological Resources And Capacity Building For The Established Data Governance Model; (V) Design And Implementation Of A Data Reporting And Publication System; And (Vi) Proposal For A Carbon Footprint Measurement System (Calculator). C) Subcomponent 1.3. Support For The Appropriation Of New Powers For Chilecompra.
