Architectural, Construction, Engineering And Inspection Services - Study Assignment: Heldenplein/Graaf D’Ursellaan - Construction Of Underground Parking, Redevelopment Sewerage And Superstructure. In 2020, The Project Memorandum For The Entire Passage Of Heist Was Approved By Gbc And Rmc. The Realization Of The Project Was Then Divided Into 6 Different Partial Phases (And Therefore 6 Different Tenders). Sub -Phases 1, 2 And 3 Have Already Been Realized. Deelshape 4 Is In Progress (September 2024 To June 2025). For Sub -Phase 5, The Technical File In Layout Is To Perform September 2025 To June 2026. For The Last Part Phase 6 (= Ab6) It Was Decided To Put A Separate Study Assignment In The Market For The Design And Implementation Of Heldenplein And The Construction Of The Underground Parking Garage Given The Complexity And Specific Interpretation For This Assignment. The Power Lines Of The Concept For The Development Of Heldenplein Are Written Down In The Approved Project Memorandum: Pages 56> 69. Nevertheless, The Preliminary Design For This Sub -Zone In The Project Memorandum Was Worked Out, Further Research Is Required. Both For Superstructure And For The Underground Parking Garage, There Are Still Various Outstanding Research Questions That Must Be Filled In. The Redesign Concerns Both The Redevelopment Of The Superstructure, The Construction Of The Underground Parking Garage And A Renewal Of The Sewerage System. The Redesign Must Be In Phases Anyway. The Works Must Be Fully Finished And Put Into Use By June 2030, This Is Included As A Binding Provision In This Assignment. The Study Assignment Is Considered A Total Assignment On The Construction Of An Underground Parking And The Redesign Of The Public Domain. The Assignment Also Includes The Preparation Of A Lighting Concept And Its Implementation. The Preparation Of The Lighting Concept Is Done In Close Consultation With Fluvius. Currently, The Investment Costs For The Underground Parking Garage Are Estimated At 13.5 Million Euros, Excluding Vat. For The Superstructure And Sewerage, The Investment Cost Is Estimated At 3.4 Million Euros. The Estimate Is Therefore In Total 16.9 Million Euros, Excluding Vat. With This Budget, A Sustainable Redesign Is Intended, Whereby The Quality Objectives Are Achieved As Much As Possible. In Other Words, A Maximum Of Results Must Be Achieved With The Budget.
