Tenders are invited for Researchers to Monitor the Reality of Protection Center Services for Women in Distress. General framework: Within the framework of national efforts to enhance protection and support for abused women in Palestine, based on the State of Palestines obligations under national laws and relevant international agreements, and based on the amended Basic Law of 2003, particularly the provisions of Article 70, the provisions of the Ministry of Social Affairs Law No. 14 of 1956 and its amendments, the National Referral System for Abused Women No. 28 of 2022, and a number of related laws and agreements, in particular Cabinet Resolution No. (9) of 2011 on the System of Protection Centers for Abused Women, which stipulates that the goal of establishing protection centers safe houses is to protect and rehabilitate abused women by providing integrated social, health, legal, psychological and educational services, and to work on their reintegration into society, and to enhance their social and economic independence to ensure a decent life for them. According to Article No. (4) of Cabinet Resolution No. 9 of 2011 regarding the system of centers for the protection of abused women, these centers are concerned with ensuring protection for abused women and their children by providing safe shelter, providing guidance and support services, following up on cases of violence, and coordinating with official and unofficial bodies to ensure the provision of a comprehensive protective environment. Accordingly, as part of REFORMs efforts, in cooperation with the United Nations Population Fund (UNFPA) and the Ministry of Social Development, to enhance the protection of Palestinian women from violence, the organization wishes to conduct a monitoring of the services provided by protection centers (shelters). The monitoring process will focus on the structural and societal obstacles that limit womens ability to access protection services, including stereotypes, societal perceptions, and the stigma faced by women who seek shelters. It will also describe the institutional capacity and structural framework governing the work of shelters in providing protection services to women who have been subjected to violence. Study objectives: Comprehensive monitoring and analysis of protection services in protection centers for women victims of violence, to assess their availability, accessibility, quality of services provided, and level of sustainability. Analyzing the impact of social dimensions on women who resort to protection centers and analyzing the ability of safe houses to provide comprehensive protection services (legal, psychological, social, and rehabilitation). Analysis of the structural framework for the operation of safe houses, including the relevant legal and policy framework. Identify challenges and gaps at the institutional and societal levels.
