Tenders are invited for Hiring of a Housing Officer Environmental Safeguards for the Implementation Unit 1. The Government of Mozambique, represented by the Ministry of Public Works, Housing and Water Resources (MOPHRH) has received funding from the World Bank for the Northern Mozambique Urban Development Project (NDUP), whose strategic objective is to "improve access to infrastructure and living conditions in selected cities in the Northern region of Mozambique". 2. This activity is an integral part of component 4 that is being implemented by the Housing Development Fund, FP (FFH, FP), so it is intended to apply part of the funds to the hiring of a Housing Officer Environmental Safeguards for the implementation unit. 3. This consultant will be responsible for leading all environmental safeguards activities efficiently, with integrity and transparency, ensuring that these processes are in accordance with established plans and budgets, and are always in compliance with the standards of the Environmental and Social Framework (ESF) of the World Bank, as well as the Government of Mozambique specified in the Financing Agreement between the Government of Mozambique and the World Bank, and in the countrys laws and regulations. 4. Detailed Terms of Reference (ToR) for the services may be requested by email at the address indicated below. 5. The criteria for evaluating expressions of interest are: (i) Degree in Environmental Management, Environmental Engineering, Environmental Education or other areas relevant to safeguards issues; (ii) At least 5 years of experience in the environmental area of the public sector in Mozambique; (iii) Proven experience of more than 5 years working on projects financed by the World Bank; (iv) Proven knowledge of safeguards policies, standards and instruments and the World Bank Environmental and Social Framework; and (v) Proven experience with preparation of environmental impact assessment studies and preparation and implementation of environmental management plans, preferably in urban areas; 6.1 Interested candidates with the required profile must submit their application proposals, which must consist of the following documents: Application Letter, CV with a maximum of 4 pages, copies of diplomas or certificates of academic qualifications and at least 3 references.
