Expression of Interest are invited for Assessment: Land Demand & Access, and Social License & Benefits from Renewable Energy in Philippines This consultancy should provide an Assessment of the Institutional and Regulatory Framework for Accessing Land and Conducting Environmental and Social (E&S) Risk Assessments for Renewable Energy (RE) Investments in the Philippines, and for Managing E&S Risks and Impacts of RE Investments, including through Benefit Sharing Mechanisms. Specifically, the objectives of the consultancy are to: (i) assess requirements and availability of land and offshore locations for meeting the Government of the Philippines RE targets, particularly as it relates to investments in solar and wind energy (including offshore wind); (ii) assess the current institutional and regulatory framework for reviewing and awarding licenses and accessing land for RE investments, including in Indigenous Peoples Ancestral Domains (AD); (iii) provide an overview of the key E&S risks and impacts of RE investments, with a particular focus on solar and wind energy, and in IPs ADs; (iv) assess the current institutional and process framework for assessing and mitigating E&S risks, and for managing risks and impacts for the licensing of RE investments (including e.g., benefit sharing mechanisms); and (v) make key recommendations for regulatory reforms and other measures needed to support the scaling up of RE investments in a just and equitable manner in the Philippines that can positively contribute to the development of affected communities, with a special focus on Indigenous Peoples and Ancestral Domains.
