Expression of Interest for Baseline Survey for the Economic Inclusion Program in Lesotho. Publication Date: 06/27/2025 12:00 AM EDT EOI Deadline: 07/10/2025 11:59 PM EDT Description: The Government of the Kingdom of Lesotho, with support from the World Bank, is implementing the Pathways to Sustainable Livelihoods Project (PSLP) through the Ministry of Gender, Youth, and Social Development (MoGYSD). A key component of this project is the Economic Inclusion Program (EIP), which provides a sequenced package of support such as training, productive grants, savings mechanisms, and coaching to help poor and vulnerable households enhance their livelihoods. To assess the effectiveness and cost-efficiency of the EIP, the World Bank, in collaboration with the Government of Lesotho and Catholic Relief Services (CRS), is conducting an impact evaluation. The baseline phase of this evaluation is scheduled for mid-2025 and will cover five community councils namely Bolahla; Metsi-Maholo; Phuthiatsana; Thaba-Mokhele; and Tosing. The evaluation will use a randomized controlled trial (RCT) methodology and will include approximately 3,750 eligible households across 300 villages, assigned to one of three groups: a control group, a group receiving the full EIP package, and a group receiving a version of the EIP without coaching and mentoring. The World Bank seeks to engage a highly qualified survey firm to conduct the baseline survey for the EIP. The survey instrument will be designed and programmed by the World Banks research team in SurveyCTO (based on Open Data Kit), and will cover multiple domains, including economic, social, and demographic indicators. The selected firm will be responsible for the full implementation of the data collection process. This includes field preparation, translation of the instrument into local languages, pilot testing, and the development of detailed training materials and fieldwork protocols. The firm will recruit and train interviewers and field supervisors, manage all logistics for field deployment, and oversee the tablet-based data collection. In addition, the firm will ensure timely submission of clean, high-quality datasets, and produce a final summary report on the fieldwork.
