The Subject Of The Contract Is The Performance Of An Evaluation Study Entitled Initial Assessment Of The Effects Of The Use Of Territorial Instruments Under The European Funds Program For Pomerania 2021-2027 2. Description Of The Subject Of The Contract Was Specified In: • Description Of The Subject Of The Contract, Constituting Annex 1 To Swz; • Project Of The Contract, Which Is Annex 2 To Swz. The Purpose Of This Study Is To Make A Comprehensive Assessment Of The Implementation Of Territorial Instruments Under The European Funds Program For Pomerania 2021-2027 (Fep 2021-2027), With Particular Emphasis On Impact On Development And Achieving The Goals Of Regional Policy. This Analysis Covers Both Aspects Regarding The Organization And Efficiency Of The Implementation System As Well As Efficiency In Generating Added Value And The Durability Of Initiatives Taken. The Study Is Particularly Important In The Context Of The Purpose Of The Pomeranian Voivodeship Board (Acting As A Managing Institution Of Fep 2021-2027): The Best Adaptation Of Support Tools To Specific Challenges And Capabilities Of The Pomeranian Voivodeship. The Implementation Of Territorial Instruments Is A Key Element Of The European Union Cohesion Policy, Aimed At Supporting Sustainable Development And Strengthening Economic, Social And Territorial Cohesion. The Following Territorial Instruments Are Used In The Pomeranian Voivodeship (Within The Meaning Of Regulation 2021/1060), I.E. Integrated Territorial Investments (Zit), Local Development Directed By The Community (Rlks), Municipal Revitalization Programs (Gpr). An Additional Element Of The Territorial Approach In Fep 2021-2027, Regarding The Functional Areas Indicated In Srwp And Pzpwp, Are Preferences Used In Recruitment Of Applications Competitive For Projects Arising From Integrated Territorial Agreements For Functional Areas (Zpt). All These Solutions (Hereinafter Referred To As: Territorial Instruments) Play A Key Role In The Implementation Of Regional Policy Under Fep 2021-2027 And Are Covered By This Evaluation Study. The Use Of Territorial Instruments Allows You To Adapt The Intervention To The Specific Needs And Potential Of Individual Areas, Which Is To Increase The Efficiency And Quality Of Implemented Projects Co -Financed From Eu Funds. Territorial Instruments Can Bring Measurable Benefits In The Form Of Improving Project And Projects Management And Better Use Of Local Resources. However, It Is Necessary To Thoroughly Understand What Factors Affect Their Effectiveness And How They Can Be Improved To Fully Use Their Potential. This Evaluation Is To Be An Attempt To Answer These Questions, Focusing On Key Aspects Related To The Implementation, Efficiency And Durability Of Actions Taken Under Fep 2021-2027.
