Request for proposals for Identification of Implementing Partners for the Global Sustainable Mobility Programme. Submission deadline : 7 July, 2025 Project objective : UNEPs Sustainable Mobility Unit (SMU), under the Industry and Economy Division is inviting not-for-profit organizations with demonstrated experience to apply for the SMU roster of implementing partners for the delivery of project activities under UNEPs Sustainable Mobility Programme across Africa, Asia Pacific, Latin America and the Caribbean, and Eastern Europe, West and Central Asia Regions. This call represents the first phase in a two-phased process aimed at identifying and pre-qualifying regional implementing partners. The objective of this initial phase is to build a roster or database of eligible organizations, which may subsequently be invited to respond to more detailed and targeted Expressions of Interest. Subsequent engagements will be based on specific needs and defined scopes of work, which will be outlined during the second phase. Organizations should note that budgets will vary depending on the nature and complexity of each assignment, and budgetary details will only be provided once a specific scope of work is developed and shared under future Expression of Interest. Project background : UNEP is implementing the Global Programme for Sustainable Mobility. The programme aims to support a transition to low- and zero-emission sustainable mobility in low- and middle-income countries (LMICs), while also providing global-level advocacy and technical support. The programme seeks to mitigate greenhouse gas (GHG) emissions from the transport sector, improve air quality, and promote gender inclusion and other social co-benefits. To realize this overarching goal, UNEP is supporting countries and cities to develop and implement comprehensive low- and zero-emission transport policies and strategies, conduct training and sharing of best practices, establish financing mechanisms and invest in pilot demonstration projects. The programme is structured around four core outcomes: Sub-regions/countries develop policies or other measures to prioritize active mobility Sub-regions/countries develop policies on cleaner fuels and vehicles, including emission standards, used vehicle regulations, and green freight strategies Sub-regions/countries establish policy and financing frameworks for electric mobility, including used electric vehicles, battery end-of-life management, and circular economy approaches; and Sub-regions/countries formulate policies and measures to support digitalization, transport integration, and address emerging mobility issues. Project description : Organizations included in the roster will be eligible to apply for future EoIs funded through Small Scale Funding Agreements (SSFAs) or Project Cooperation Agreements (PCAs). Organizations may also demonstrate expertise in one or more of the Programmes four core outcome areas. The potential project activities to be supported under future EOIs may include, but are not limited to, the following: Capacity Building and Stakeholder Engagement: Identifying national and regional capacity gaps and training needs related to sustainable mobility. Organizing and facilitating stakeholder consultations, regional knowledge exchange, study tours, and technical workshops on sustainable mobility with relevant ministries and public agencies. Providing technical assistance to public institutions and civil societies for the integration of sustainable low-and-zero emission mobility and active mobility into public transport and freight fleets. Policy and regulatory support: Conducting detailed analysis of existing transport policies and regulations including vehicle import regulations, fuel and emission standards, used vehicle flows, and institutional and fiscal frameworks. Supporting the development and review of regional, national, and sub-national policies, strategies, and action plans on sustainable mobility, including fuel and vehicle standards, supply-side regulations, and used vehicle and battery end-of-life management. Facilitating cross-country coordination and harmonization of sustainable mobility -related policies. Supporting the development of supply-side regulations, including zero emission vehicle sales mandates, fleet electrification targets, fuel quality and emission standards, to de-risk investments and shape long-term market signals Technical assistance on tool development and implementation of Demonstration projects: Supporting the implementation of sustainable and zero emission mobility pilots including the drafting of technical specifications of zero emission vehicles (ZEVs) and their supply equipment, supporting the procurement process, selection of implementing partners, developing of data tracking and monitoring frameworks and supporting the collection, analysis and dissemination of pilot data. Engaging in the co-creation of digital tools and monitoring frameworks to support data-driven sustainable mobility planning and regulatory enforcement. Supporting the implementation of walking and cycling demonstration projects, including the design and piloting of safe and inclusive infrastructure, development of street design guidelines, facilitation of community engagement processes, and establishment of monitoring systems to assess impacts on accessibility, safety, and emissions. Knowledge Development, Dissemination, and Communication: Preparing and delivering outputs including toolkits, case studies, policy briefs & guidelines, technical report and business models & financing schemes tailored to local and regional sustainable mobility contexts. Supporting outreach and knowledge dissemination activities, including the design and maintenance of project websites or knowledge platforms, development of tailored knowledge materials (e.g., toolkits, briefs, case studies), and translation of technical content into local languages to facilitate wider uptake and regional engagement. Contributing to the overall coordination, implementation tracking, knowledge dissemination and communication efforts under UNEPs Sustainable Mobility Programme. Project requirements : This call is open to international and national not-for-profit entities operating at global level or in countries across Africa, Asia Pacific, Latin America and the Caribbean, and Eastern Europe, West and Central Asia Regions. Eligible entities include non-governmental organizations (NGOs), community-based organizations, foundations, think tanks, research institutes, and academic institutions engaged in sustainable mobility and related fields. For work at the global level, applicants with demonstrated experience in research & analysis, policy development, advocacy & campaigning and communications are strongly encouraged to apply. For country and regional work, applicants with demonstrated regional experience in one or more countries within the regions mentioned above are strongly encouraged to apply. This includes entities that are legally registered in at least one country within the respective regions or have an active country office in one or more countries within the respective regions or can demonstrate regional operational/analytical reach. Entities should have a proven track record of relevant non-profit work and delivery of technical assistance, capacity building, or policy support in the transport or mobility sectors in the countries within the respective regions and prior experience delivering projects under regional or multi-country frameworks. Implementing partners should demonstrate: Proven experience in designing and implementing sustainable mobility or transport projects, particularly in countries within the respective regions, A sound understanding of regional sustainable mobility challenges and opportunities, Expertise in urban planning, transport policy, and/or strategy development, Experience supporting or collaborating with government entities, such as ministries or public agencies, Established networks across the public and private transport sectors; and Prior experience implementing regional or multi-country projects or frameworks.
