The Hurdals Platform States That The Government Wants To Ensure A Better Balance Of Power In The Value Chain For Food Through Better Supervision, Greater Openness And More Fair Distribution Of Values Throughout The Value Chain. In Request Decision No. 573 Of 4 February 2021, The Government Is Requested To Require Accounting And Functional Distinction Between The Joints In The Value Chain In The Grocery Industry. The Government Has Provided A Report On Follow-Up Of The Request Decision In Prop. 1 S (2023-2024) 1 And (2024-2025). Accounting Separation Means That Accounting, Auditing And Reporting Is Required For Each Link In The Value Chain, E.G. In That Different Business Areas Are Organized In Separate Companies. The Report Shall Consist Of A Legal And Financial Assessment Of Requirements For Accounting And Functional Differences In The Grocery Industry. The Investigator Shall Explain Such Differences In The Value Chain For Food And Groceries, Make A Legal Assessment Of The Possibilities Of Introducing Requirements For Such Differences, Providing Proposals For Regulation, And Assessing The Consequences Of Such Requirements. A Good Knowledge Base Is Necessary To Assess Whether There Is A Need For Regulations, And What Opportunities The Authorities Have To Make Requirements For Accounting And Functional Differences. The Report Will Be Presented In A Report To Be Submitted By 15 January 2026. The Estimated Value For The Contract Is Nok 700,000 Excl. Vat. The Estimate Is Not Binding On The Client. The Supplier Can Offer A Price Lower Than This Value, But Offers With A Price Exceeding This Value Will Be Rejected. It Is Important For The Client That The Chosen Supplier Is Neutral And Objective, And Does Not Have Bonds To Actors In The Grocery Industry Who Are Important To The Assignment Or May Lead To Conflict Of Interest, And Can Weaken Confidence In The Investigation.
