Tenders are invited for Final External Evaluation of the Project MAHARINA - Humanitarian Assistance in the Communes of Sandravinany & Fenoambany in Madagascar. Madagascar is frequently affected by natural disasters, including cyclones, floods, and droughts, ranking among the ten most disaster-vulnerable countries in the world and the most cyclone-prone country in Africa. This recurring exposure to climatic hazards has major consequences for the food and nutritional security of populations. Madagascar ranks 10th in the world and 7th in Africa for chronic malnutrition, with nearly two-thirds of Malagasy children suffering from multidimensional poverty (National Multisectoral Action Plan for Nutrition Madagascar 2022-2026). Between September and December 2024, approximately 1.63 million people faced high acute food insecurity (IPC Phase 3 or higher), requiring urgent humanitarian intervention (IPC Report, January 2025). Communities in the Greater South-East are particularly impacted by cyclones and face increased food insecurity, a situation that has intensified since 2022, due to successive tropical cyclones that have severely disrupted local livelihoods, exacerbated childhood illnesses and limited access to basic social services (OCHA, Madagascar, Humanitarian Response Dashboard, January 2023 May 2024). In the Vangaindrano District, located in the Atsimo Atsinanana region, between June and November 2024, more than 237,000 people were in a situation of food stress (IPC 2), including more than 64,000 in a situation of crisis (IPC 3). This situation generally worsens during the lean season from January to April, coinciding with the cyclone season, exposing the area to an IPC 3 situation. The 2024 Food Security and Livelihoods Cluster intervention mapping reveals a concentration of projects in other regions such as the South (Androy, Anosy) or the Central Southeast (Fitovinany, Vatovavy, Tolagnaro). 1.4 Project objectives Overall objective : Vulnerable communities in the municipalities of Sandravinany and Fenoambany (Vangaindrano District, Atsimo Andrefana Region) are able to meet their basic needs and cope with food insecurity and the impacts of cyclones. Specific objective 1 : Contribute to the emergence from food insecurity of targeted households facing the impacts of the lean season and the cyclone season. Specific Objective 2 : Support household livelihoods to promote community resilience to tropical cyclones. 1.5 Expected results of the project Result 1 : The nutritional situation of 180 pregnant and breastfeeding women and 250 children has improved compared to the start and peak of the lean season. Result 2 : Humanitarian assistance provided through Cash for Work enables 500 vulnerable households to meet their basic needs. Result 3 : Resilience activities to address climate hazards and food insecurity are initiated 1.6 Target groups and beneficiaries of the project The beneficiaries of the MAHARINA project are residents of the municipalities of Sandravinany and Fenoambany. Regarding the nutrition component, the identification of beneficiaries was carried out through malnutrition screening by community agents from Basic Health Centers and nutritional assistants. Regarding the ACT, targeting was carried out in a participatory manner, based on economic criteria (lack of source of income, one meal per day or less, lack of livestock, etc.) and social criteria (presence of people with disabilities, elderly people, orphans or vulnerable children, people with chronic diseases, women heads of household with children, households headed by a widow or widower, etc.). Finally, participants in the agricultural training were selected by a community targeting committee, according to economic criteria.
