Tenders are invited for Service Provider to Conduct Feasibility Study, Detailed Engineering Designs, and Supervision for Sanitary and Phytosanitary and Plant Health and Quarantine Centers ASPIRE-AT is seeking to recruit a Consulting Firm or a Consortium of Firms (hereafter referred to as the Consulting Firm) to undertake a detailed feasibility study, detailed engineering design and works supervision for the implementation of the foreseen investments. The overall objective is to contribute to trade facilitation in the agricultural sector, by supporting the upgrade of critical public services and associated infrastructure to enable competitive export growth, with a focus on export-oriented plant health and quarantine services. The specific objectives are to (i) provide capacity building of personnel and (ii) prepare investments in facilities related to export-oriented plant health and quarantine services including: A Pest Diagnostic & Reference Center, A Post-Harvest Plant Quarantine Treatment Research Centre, Five Regional Plant Quarantine Offices, Three Regional Plant Health Research Stations. Scope of Services Phase1: Conducting a study to assess the feasibility of establishing, operating and maintaining the ten facilities (10 mentioned above) and the conditions for long term viability and sustainability, survey and detailed engineering design of the facilities, as well as related infrastructures and laboratory equipment, support to the project owner in procurement of works, goods and services. Phase 2: Develop Capacity Building Plan for the 10 facilities and equipment on the sustainable and viable operation and maintenance (O&M) Manual, Standard Operating Procedure (SOP) and prepare Terms of Reference for further in-depth capacity building to be provided with support of ASPIRE-AT until completion in March 2030. Phase3: Supervision of the construction works for the ten facilities and the installation of laboratory equipment and support the commissioning.
