Tenders are invited for Tor Consultancy for Mapping the Situation and Needs of Persons with Disabilities in West Bank and Gaza June 2025 Brief Description of the Project AMAL The AMAL project (Amplifying Mobilization and Local Leadership) is a three-year initiative led by Oxfam, in partnership with the Palestinian Medical Relief Society (PMRS) and Atfaluna Society for Deaf Children. The project is funded by the European Commission and operates across the Gaza Strip and northern West Bank, specifically in the governorates of Jenin, Tulkarem, and Nablus. The project responds to the compounded vulnerabilities of communities affected by displacement, occupation, and systemic exclusion, with a particular focus on the rights and well-being of women, youth, and persons with disabilities (PWDs). AMAL is grounded in a twin-track approach that ensures both direct service delivery and long-term systems strengthening. AMALs vision is to transform existing service models and institutional responses into inclusive, resilient, and community-led systems. It aims to enhance equitable access to protection, health, and rehabilitation services while also empowering local civil society organizations (CSOs), women-led organizations (WLOs), youth networks, and organizations of persons with disabilities (OPDs) to lead on advocacy and influence recovery and reconstruction planning at both national and international levels. The program integrates static and mobile services through safe spaces and rehabilitation centers in both Gaza and the West Bank. It also introduces a harmonized framework for disability-inclusive protection responses, develops GBV referral pathways tailored for women and girls with disabilities, and supports community-based advocacy campaigns to promote rights-based inclusion. Throughout implementation, the project emphasizes the leadership of marginalized communities, ensuring that PWDs are positioned not only as beneficiaries but as co-creators and advocates of change. SCOPE OF WORK Objectives of the Consultancy During the inception phase of the AMAL project, Oxfam seeks to engage a qualified consultant to conduct a comprehensive mapping study of the situation and needs of persons with disabilities (PWDs), with particular attention to women and girls with disabilities (WGWD), in displacement shelters across the Gaza Strip and the northern West Bank (Jenin, Nablus, and Tulkarem). While the primary focus is on PWDs, the mapping will also assess the needs of people without disabilities, especially women and girlsto ensure the design of services is inclusive, intersectional, and contextually responsive. The specific objectives of the mapping study are to: Establish an evidence-based understanding of the geographic distribution, living conditions, and specific needs of PWDs in displacement contexts; Identify key barriers to accessing protection, health, rehabilitation, education, shelter, WASH, services and general services and needs, with a focus on intersectionality of gender, age, and disability; Provide disaggregated data on the situation of PWDs (by sex, age, type of disability, newly acquired disabilities and displacement status) to guide targeting and service delivery; Document challenges related to mobility, safety, psychosocial well-being, and access to assistive devices for PWDs; Capture relevant insights on women and girls without disabilities, particularly their experiences with accessibility, safety, and inclusion in shelters and service settings; Generate actionable recommendations for tailoring AMALs services and interventions, including but not limited to infrastructure improvements, staff capacity development, and inclusive referral mechanisms; in addition to recommendations for more inclusive humanitarian services; as well as longer term strategies for inclusive recovery. The recommendations need to take a spectrum of priorities and critical needs articulated by PWDs mainly focusing on emergency response (focusing on immediate safety, access, and life-saving assistance), recovery Phase (focusing on restoration of services, livelihoods, psychosocial support, and transitional inclusion), and development Phase (focusing on sustainable accessibility, equal opportunities, participation, and systemic inclusion). The mapping findings and recommendations will directly inform the design and development of key project componentsincluding the protection framework, code of conduct, and inclusive safe spacesensuring that AMALs approach is evidence-based, locally grounded, and centered on the voices and lived experiences of persons with disabilities, particularly women and girls.
