    Tenders are invited for Recruitment of a Consulting Firm for the Establishment of an Observatory of Public Investments Already Made - Pagfip The services provided under this contract include: The production of the inventory, presenting the existing situation, the expectations of the main stakeholders in monitoring the execution of public investment projects and the working methodology; The design of a predictive model for estimating the time required for the rehabilitation of public investments, after their completion or after their previous rehabilitation; Carrying out a cost-benefit analysis study by type of infrastructure, to assess whether rehabilitation is economically justified; The development of the prioritization grid for projects requiring rehabilitation (risks to public safety, social and economic impact, degree of complexity of the work, costs and available sources of financing); The design of a data dictionary and the Conceptual Data Model (CDM) to be integrated into the Geographic Information System (GIS), in order to determine all the information that will enter the system as well as their configuration; The design of a Geographic Information System (GIS), allowing the geolocation and characterization of public infrastructures already built and the planning of rehabilitation needs and additional investments enabling their full functionality; The development of a GIS user manual; The development of a reference system(s) for collecting, centralizing and reporting information on existing public investments, making it possible to determine the rehabilitation needs and/or additional investments necessary for their full functionality.
