    Tenders are invited for Recruitment of a consultant for the development of the national master plan for the digitalization of the public procurement information system - PAGFIP. The services provided under this contract include: To carry out a diagnosis of all existing systems (software and mobile applications) or those currently being implemented which are related to the management of information in the field of public procurement with all institutional and operational stakeholders; To analyze the organizational framework of the system, the different actors involved as well as the flow of information exchange and the processing procedures where applicable; To analyze the regulatory and legal framework, and to evaluate the level of supervision of the information flow circulation process; To analyze the infrastructure necessary for the proper deployment of the system; To identify the risks linked to implementation, in particular in terms of technical and financial resources and the support of the stakeholders concerned; To develop, on the one hand, a plan for popularizing the systems that will be implemented, and plans for managing change and seeking funding on the other; To analyze the needs in terms of management and sharing of information in public markets; To develop scenarios and an implementation plan for the various digitalization needs that will be identified; To analyze the consistency between the solutions implemented or in progress and the e-Government projects; Develop preliminary draft TDRs or technical specifications for all projects that will be included in the digitalization master plan [Disclaimer: The above text is machine translated.
