Jul 2025 Intervention Sector(s): Children & Youth, Human Rights & Protection, Safety and Security Remuneration range: 5000 to 6000 (USD) Duration of Contract: one month / including 3-4 training days BACKGROUND Asmae Association Sur Emmanuelle is a French international NGO founded in 1980 by Sister Emmanuelle. It is committed to improving the lives of vulnerable children and their families through education, livelihoods, and child protection interventions. Asmaes approach focuses on strengthening the capacities of local civil society organizations (CSOs) and supporting them in becoming more autonomous, effective, and sustainable. In Lebanon, Asmae has established partnerships with two local organizations: Nabaa - Developmental Action Without Borders, and NAHNOO, under the framework of YFC program, Both organizations have long-standing engagement in community development, child protection, education, advocacy and youth empowerment. Asmaes collaboration with Nabaa and NAHNOO aims to enhance their institutional capacities, with a focus on sustainability, quality programming, and organizational risk management. As part of this partnership, Asmae is launching a consultancy to support both partners in strengthening their safety, security, and emergency preparedness frameworks. The need for this support was identified during recent Organizational Capacity Assessments (OCAs), which highlighted the importance of equipping partners with robust mechanisms to anticipate, manage, and respond to emergencies and operational risks, especially in Lebanons volatile and resource-constrained context. OBJECTIVE The objective of this consultancy is to assess, enhance, and institutionalize the safety, security, and emergency preparedness capacities of Asmaes two partner organizations, Nabaa and NAHNOO, to ensure their operational continuity, staff protection, and effective risk management in times of crisis. OVERVIEW OF THE OBJECTIVES Assess each partners current capabilities in safety and emergency preparedness. Identify key gaps, strengths, and context-specific risks. Support the development or revision of policies, procedures, and contingency plans. Facilitate participatory training and capacity-building activities for staff. Promote institutional ownership and sustainability of the developed tools. METHODOLOGY AND TOPICS The following topics are expected to be covered during the consultancy: Inception and Planning Meet with Asmaes team for orientation and expectations alignment. Review key documents, including OCA findings and existing safety policies of each partner. Develop a tailored work plan and timeline for activities with both partners. Organizational Capacity Assessment Conduct field-based and remote assessments for Nabaa and NAHNOO. Map internal structures, existing protocols, and potential risk exposure. Interview staff and leadership to evaluate organizational readiness. Policy and Plan Development Review or develop customized: Safety and Security Policies Emergency Preparedness and Contingency Plans Evacuation Procedures and Communication Protocols Risk Mitigation and Response Frameworks Ensure alignment with humanitarian standards and local legal frameworks. Capacity-Building and Training Design and implement tailored training for key staff from both organizations. Facilitate scenario planning and simulation exercises. Engage board members or senior leadership, where relevant, in decision-making structures. Finalization and Handover Validate policies and tools with each partner. Provide a roadmap for internal roll-out and sustainability. Submit comprehensive documentation and final report. TASKS AND EXPECTED DELIVERABLES Inception Report: Workplan, methodology and visit schedule by July 18. Capacity Assessment Reports: Separate assessments for Nabaa and Nahnoo by Jult 23. Drafted policies and contingency plans: Tailored for each organization by July 30. Training Implementation: With shared materials and methodology and report between 1 to 7 August Final report: summary for all activities, findings, and recommentations(revised from Asmae) by August 15 QUALIFICATIONS This consultancy for individuals or companies with the below minimum requirements: Hold a degree in business management, Social sciences, or any other related field; Minimum 5 years of experience in humanitarian safety/security, emergency planning, or organizational development. Minimum of 5 years in providing training with proven track record in policy development and capacity-building with NGOs or CSOs. Strong contextual knowledge of Lebanons security and civil society landscape. Strong communication and facilitation skills, Understanding of different participants backgrounds, and cultures taking into consideration gender sensitivity. Fluency in Arabic and English language skills: Written skills proposal writing. Adherence to deadlines Fluency in Arabic and English (spoken and written).
