Tenders are invited for Resource Management Consultant DCA established its first office in Cambodia in 1997 after having supported partners since its inception in 1979. Currently, DCAs global strategy focuses on three areas: Fight Extreme Inequality supporting active citizenship and human rights work, Save lives focused on flood and drought humanitarian response, and Build Resilient Communities boosting right to food, sustainable livelihoods, and agroecological food system. DCA approach is working through implementing partners, both NGOs and line Ministries. Up to 2025 DCA Cambodia is cooperating with more than 22 partners to implement various projects. In an increasingly complex and rapidly evolving development landscape, civil society organisations (CSOs) are facing unprecedented challenges. The significant shifts in the global funding environment in 2025 including shrinking donor budgets, increased competition for resources, and a growing emphasis on localisation require organisations to pause, reflect, and adapt. For CSOs in Cambodia to remain effective, relevant, and resilient, it is essential they reassess their current resource strategies and build stronger, more sustainable models for the future. Against this backdrop, DCA Cambodia seeks a consultant to support local CSOs in navigating this new reality. By creating space for honest reflection on their current resource mobilisation and management practices, and by equipping them with practical tools, tailored coaching, and strategic guidance, the consultancy will help organisations strengthen their financial and operational foundations. Ultimately, this support aims to empower CSOs to adapt to a changing context, diversify funding streams, and enhance their capacity to deliver long-term, meaningful impact.
