Tenders are invited for Consultancy for Senior Purchasing Manager (Retainer at Home). Closing Date: 6 Jul 2025 Type: Consultancy Under the direct direction and supervision of the Chief Procurement and Supply Chain Officer, who reports to the Chief Operations Officer, the Senior Procurement Officer is responsible for the effective delivery and strategic implementation of procurement services for a selected set of technically complex goods, services and works in a specific geographical area or project. These services are in line with international best practices in public procurement, UNOPS Financial Rules and Regulations and procurement policies, rules and procedures, while ensuring appropriate risk management and obtaining the best value for money. He/she analyzes and interprets the rules and regulations in force and provides solutions to a wide range of complex purchasing issues. His work is primarily focused on transactional processes, including all stages of the procurement cycle. While maintaining the highest standards of personal and professional ethics, the Senior Purchasing Officer promotes a collaborative, customer-focused, quality-driven and results-driven approach within the business unit. He/she works closely with support services, programme and project teams in the relevant geographical area or business unit, as well as with colleagues at UNOPS Headquarters and government representatives, to ensure efficient delivery of procurement services. Key Functions / Expected Results Implementation of transactional purchasing Procurement Process Management Implementation of the procurement strategy and digital tools Knowledge building and information sharing Team management 1. Implementation of transactional purchasing In close collaboration with the Project Managers, under the supervision of a technical manager, and reporting to management on central issues relating to procurement activities, the incumbent implements operational strategies and manages transactions and processes relating to purchases, contracts and supplies of goods, services and works, ensuring the following results are achieved: Full compliance of procurement activities with UNOPS rules, regulations, policies and strategies, while ensuring internal controls and customer focus. Execution of the different stages of the procurement process: Before purchase: strategic planning, definition of needs, identification of sources; Procurement: call for tenders, receipt and evaluation of proposals, award; After purchase: finalization of contracts, logistics and contract management. Implementation of a purchasing strategy for the units projects. Research and provision of data for the business units market analyses. 2. Procurement Process Management Process management for a selected group of technically complex goods and services in a geographic area or business unit, with the expected results: Integrating sustainability into the purchasing process. Development and monitoring of purchasing plans for projects. Establishment of Long Term Agreements (LTAs) or service contracts as required, through standard or emergency procedures, in accordance with procurement policy. Rigorous monitoring of the process: organization of calls for tenders (RFQ, ITB, RFP), reception, evaluation, negotiation and award according to UNOPS rules. Contract management, analysis of contractual performance and implementation of monitoring mechanisms. Advice and solutions to Project Managers on issues related to purchasing in the project cycle. 3. Implementation of the procurement strategy and digital tools With the following objectives: Development and management of supplier directories. Use of the e-sourcing module according to the standards of the UNOPS Procurement Group. 4. Knowledge building and information sharing Organization and facilitation of training on purchasing-related topics for staff. Contributing to networks of practice and learning communities by sharing lessons learned and best practices. Collection and use of feedback to improve processes. 5. Team management Coaching and supervision to ensure quality results through work planning, performance management, mentoring and skills development. Supervision of compliance with policies and best practices by team members. Impact of the results Key results directly influence the overall effectiveness of the relevant business unit as well as project activities related to procurement management, impacting the timely availability of effective goods and services for UNOPS programmes. The timely, responsible and market-responsive delivery of goods and services contributes to the offices performance, efficiency and client satisfaction, thereby strengthening the image and credibility of the team and the office as an effective provider of project management services. It also strengthens UNOPS competitive position as a partner of choice in the field of sustainable development and project services in the country or region served. Qualifications Training: A postgraduate university degree (Masters degree or equivalent), preferably in procurement and/or supply chain management, law, commerce, business administration, public administration, finance, economics or a related field, is required. A first-level university degree combined with four (4) years of international experience in procurement management, business administration, public administration or a related field may be accepted in lieu of the second-level degree. For candidates without a degree in procurement or supply chain management, a recognized international certification such as the Chartered Institute of Procurement and Supply (CIPS) or equivalent certification is a significant asset. Experience: A minimum of two (2) years of professional experience in international public procurement is required. Experience working with diverse stakeholders in developing and developed countries. Experience within the United Nations system, preferably in a developing country, is desirable. Experience in using computers and office software, including Google Suite (G Suite). Language skills: Complete fluency in English and French is essential.
