We Want One System For Both Features As It Is Not Considered Appropriate To Have More Systems For This. We Have Limited Resources And We Have Many Users. Therefore, We Need The Most Seamless System To Ensure Good Continuity Throughout The Entire Procurement And Contract Process. Today, The Kongsberg Region Uses Both Mercell Mss And Artifi As Kgv. Mercell Mss Has Been In Use Since 2019, While Artif Has Been A Trial Subscription In 2025. In 2024 We Completed 31 Procurements, Of Which 17 Part I, 3 Part Ii And 11 Part Iii. So Far In 2025, We Have Completed Or Initiated 16 Procurement, Of Which 6 Part I, 1 Part Ii And 9 Part Iii. The Kongsberg Regions Central Purchasing Advisers Will Have An Overall Role In The Purchasing Organization, So We Need These (2 People), As Well As Purchasing Contacts In 4 Of The Municipalities (4 People Per Day) Must Have Access To All Organizations User Licenses To Run The Calls For One Or More Municipalities In The Organization. We Need A Flexible System That Can Transfer And/Or Change License Setup Easily And Quickly, As We Are A Purchasing Collaboration In Development. Furthermore, Each Municipality Must Have The Opportunity To Provide Editing Rights To Internal Resources. See Supplementary Information On This In Appendix 2. Requirement Specification. Kgv Will Mainly Be Used For The Announcement Of Competitions And The Possibility Of Suppliers To Deliver Offers Electronically, As Well As For Use For An Overview Of Agreements As Well As Agreement Follow -Up. The Tool Must Be Adapted To The Procurement Regulations So That It Is Possible To Announce Competitions According To All Legal Procedures, Including Mini Competitions. The Supplier Must Ensure That The Solution Is Maintained And Updated By Legislative Changes, And That Maintenance/Updates Are Notified To The Kongsberg Region. When It Comes To Kav, This Must Provide A Seamless Transfer Of Allocated Contract To This Part Of The Solution. It Should Be Possible To Keep Track Of The Contract Portfolio, Opportunities To Set Up Various Notifications And The Ability To Enter Contract Follow-Up Activities (Also Manually). The Solution Must Have The Possibility Of Electronic Signing Of Contracts Signed. The Kongsberg Region Uses Elements As A Archive System, And Integration With The Archive System Must Be Possible (See Section On Options In Appendix 2. Requirement Specification). As Mentioned, The Solution Will Mainly Be Used For The Announcement Of Competitions And Reception Of Offers, As Well As For An Overview Of Agreements And Agreement Follow -Up. Expectations As Described Above Are Minimum Expectations, But Contain The Solution Beyond This, The Kongsberg Region Also Wants Access To These. The Suppliers Will Submit Their Best Offer.
