Tenders are invited for Pilot-System Development of a Commune/Sangkat (C/S) Application for the OWSO MIS The bids received shall be evaluated by GIZ regarding their technical content (70%) and by their commercial aspects (30%) whereupon the bidders shall be ranked. Contractual negotiations are generally commenced with the first bidder on the list. Should these negotiations not be successful, the second bidder on the list shall be invited to commence negotiations.
