Expression of Interest for Consulting Services Selection of Firms - the Establishment of a Regulatory Framework for the Supervision of the Islamic Banking System and the Management of Islamic Liquidity The consultancy mission includes the establishment of a regulatory framework for the supervision of the Islamic banking system and the management of Islamic liquidity. The consultants mission should not last more than 16 months, from the date of notification. For further details, please refer to the Annex, Terms of Reference. The detailed Terms of Reference (ToR) for the mission are attached to this call for expressions of interest in Annex 1. The Central Bank of Mauritania invites eligible Consultant offices (Consultants) to express their interest in providing the services of the above mission. Interested candidates must provide specific information demonstrating that they are fully qualified to perform the services (documentation and reference of similar services, presentation of experience in comparable conditions, and confirmation of the availability of adequate and proven skills among their staff, etc.). Interested Consultants are invited to read paragraphs 1.12.1 and 1.12.2 of the Procurement Policies - Guidelines for the Procurement of Consulting Services under Project Financing by the Islamic Development Bank (the Guidelines) defining the IsDB rules regarding conflicts of interest. Consultants may associate with other firms to enhance their qualifications by clearly indicating the type of association, i.e., a joint venture of consultants, or an intention to subcontract. In the case of a joint venture, all partners in the joint venture will be jointly and severally liable for the entire contract, if awarded. Candidates must attach the joint venture agreement to their expression of interest. The selection will be carried out in accordance with the Qualified Consultant Selection (CQS)/International Roster method stipulated in the IDB guidelines. The shortlisted firms will be ranked based on their qualifications and the number of similar references in the areas of regulatory development, liquidity management and legal framework over the past five years.
