World Vision Timor-Leste World Vision Timor-Leste (WVTL) is a faith-based humanitarian and development organization committed to enhancing the well-being of children, youth, and communities. Operating in Timor-Leste since 1995. WVTL currently implements programs across Aileu, Baucau, Bobonaro, Covalima, Oecusse, Manatuto, and Ermera. Our vision is to nurture healthy children and empowered youth for resilient and thriving communities. To achieve this, WVTL focuses on key programmatic areas, including health and nutrition, agriculture and economic empowerment, climate change adaptation, humanitarian and emergency response, gender equality and inclusion, child protection, and spiritual development. In collaboration with the government, local organizations, and international donors, WVTL delivers evidence-based programs and advocacy initiatives that align with national priorities and global Sustainable Development Goals. Through a steadfast commitment to community empowerment and the promotion of local languages, WVTL continues to drive sustainable and transformative change in some of Timor-Lestes most vulnerable and remote regions. Project Background The EARTH Project aims to support 4,000 people in Covalima, Manatuto, Manufahi and RAEOA. Implemented by consortium comprised of World Vision Australia as the lead applicant, and co-applicants World Vision Timor-Leste, F-COTI, NatureCo and FarmTree. Objective The project aims to increase food and income security and ensure sustainable and equitable benefits for Timorese women, men, youth, and other vulnerable groups through a climate-resilient agroforestry sector. This will be achieved through four main objectives: Community Engagement and Ownership: Promoting participatory planning for agroforestry and carbon farming, ensuring community involvement and alignment with their goals. Ecosystem Restoration and Productivity: Enhancing agricultural productivity and ecosystem services through climate-resilient agroforestry practices and inclusive training. Gender Equality and Womens Empowerment: Advancing womens economic empowerment through training, support, and addressing social norms. Increased Farmer Incomes: Improving market access and functionality to boost incomes from agroforestry products by engaging market system actors. EARTH Project will cover the Covalima, Manatuto, Manufahi and RAEOA municipalities. Scope of Work Close coordination with other products or assessments occurring contemporaneously, with responsibility to incorporate relevant insights into the baseline report Provide technical expertise and experience integrating gender equality, disability and social inclusion (GEDSI) and Financial Inclusion, Environmental Sustainability and Climate Action in the context of market systems/value chain development Provide inception plan (also called evaluation plan) that includes the sampling strategy; methodology and schedule; tools for the collection of quantitative data in Word & digitized format Training of enumerators (workshop + field testing) Translate tools in English and local language (support can be provided for consultant with translation) List the level of effort per member of the evaluation team indicating field and desk work. Regular (daily) share raw quantitative survey database in Excel and SPSS/STATA format including variable names and codes (if quantitative data is collected by the evaluation team) Clean evaluation survey database in Excel and SPSS/STATA format including variable names and codes (if quantitative data is collected by the evaluation team) Fact sheet displaying indicators Clear syntax/calculation method for indicators Draft narrative report (a template and guidance will be provided) The facilitation a workshop, with PowerPoint presentation on key findings A final report that reflects comments and feedback provided by WVA, WVTL and project team Baseline Methodology. The consultants team will be responsible to prepare the inception plan that will describe the methodology for conducting the baseline. The baseline will begin with a desk review before the collection of primary data. This baseline study will primarily use quantitative methodology for data collection and analysis as the qualitative pieces have been included in the other assessment prior to the baseline data collection. The household survey will be conducted to inform almost all of the goal and outcome-level indicators, although the qualitative findings can be consulted or coordinated with the previous assessments consultant or reports. Household data will be collected by trained enumerators using tablets and uploaded to a secure server. A minimum of 10% of the survey forms will be checked for errors after each day. Enumerators will be informed at the start of the following day of any errors uncovered to ensure data collection errors are minimised. The enumerators will be oriented on the use of the Washington Group Questions (WGQ). Data will be downloaded from the server into Excel format and analysis will be completed using a combination of Excel and STATA**.** Qualifications and Experience. World Vision seeks to engage a competent consultant (national or international) with the following qualification and experiences: Qualifications in Gender Equality, Disability and Social Inclusion (GEDSI) and Financial Inclusion, Environmental Sustainability and Climate Action in the context of Market Systems/Value Chain Development or related field. Excellent monitoring and evaluation skills, qualitative and quantitative tools experience as well as experience working with smallholder farming households, vulnerable groups, community authorities. Previous experience in conducting Baseline, Midterm Review of Financial on the related field. Excellent quantitative and qualitative data analysis skills; Excellent skills in developing and using mobile apps and web-based platforms; Communication skills in English, oral and written; and Capacity to work with a team of local enumerators who own and can use a smart phones, and with prior experience in data collection How to apply Application Submission.
