Tenders are invited for Consultancy Firm To Deliver An Updated National Greenhouse Gas Inventory And Provide Climate Change Technical Advisory Services The consulting services (the Services) include: <p><span>The objective of this consultancy is to build Barbados in-country capacity to comply with transparency-related commitments of the Paris Agreement through the delivery of an updated national greenhouse inventory for Barbados and the provision of climate change technical and advisory services for the development of a governance framework for transparency-related activities, through the following components:</span></p><ul><li><p><b><span>Component 1: Climate Change and Transparency Governance Assessment</span></b><span> This component will allow for an assessment of the enabling environment and institutional arrangements across ministries for transparency-related activities, along with an assessment of on-going initiatives at the national, sub-national and sectoral levels to support transparency-related activities. Additionally, all climate data (adaptation, mitigation and climate finance) will be identified for the development of a Centralized Platform for Climate Data. The outputs of these assessments will be used to guide the creation of an operational national transparency mechanism and identify key arrangements for transparency activities to be performed, including specific capacity building activities, and the overall needed governance and institutional framework.</span></p></li><li><p><b><span>Component 2: Review and Update of Barbados National Greenhouse (GHG) Emissions Inventory</span></b><span> This component will result in the update of Barbados National GHG Inventory in accordance with the 2006 IPCC Guidelines for National Greenhouse Gas Inventories and the 2019 Refinement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventories. Barbados must be able to produce a national GHG emissions inventory which will contribute to effectively tracking the implementation of actions identified in the NDC and support the exploration of carbon market opportunities. The outputs will be ready to use data bases (MS Excel spreadsheets) for ALL sectors, with adequate emissions factors for Barbados, and the entry and presentation of the data in an appropriate digital software that the Government will be able to easily update over time.</span></p></li><li><p><b><span>Component 3: Development of Guidelines and Delivery of Training </span></b><span> This component will seek to ensure that the foundation is put in place for the enhancement of local capacity to collect data and prepare reports systematically and routinely for submission to the UNFCCC through the preparation of data collection guidelines and the design and execution of relevant training activities. The outputs will be guidelines and training for all sectors on how to update and maintain the National GHG Inventory within the software to be delivered, and which will become the Mitigation Pillar of the centralized Platform for Climate Data.</span></p></li></ul>.
