Tenders are invited for Scaling the Design and Implementation of an Artificial Intelligence Tool to Strengthen Public Policy Based on Scientific and Technological Evidence Objectives: The project aims to design and implement an integrated plan for adopting Artificial Intelligence (AI) tools, emphasizing Graph RAG (Retrieval Augmented Generation) and Medallion Architecture methodologies. The objective is to bolster the formulation and decision-making of public policies based on scientific and technological evidence within Chiles Ministry of Science, Technology, Knowledge, and Innovation. The project seeks to consolidate and expand on previous learnings from a minimum viable product, address identified technical gaps, and establish a scalable and sustainable technological and methodological foundation focused on integrating and analyzing high-value current and future data sources. Eligibility criteria: To be eligible to apply for this tender, consulting entities (ECs) must be from one of the Banks member countries or eligible territories. These countries include, but are not limited to, Germany, Argentina, Brazil, Canada, Chile, the United States, France, Mexico, and the United Kingdom. Eligible territories include entities based in regions such as Puerto Rico, Aruba, and Hong Kong. The ECs should possess relevant experience and competence in providing the consulting services specified. They should demonstrate expertise in AI tools, data integration, and the ability to work with complex scientific and technological datasets. The EC must ensure participation through the Banks Procurement Portal and update their Business Partner Number. Associations in the form of Consortia or Joint Ventures are encouraged to enhance qualifications, with a designated representative for communication and documentation submission. All ECs should provide comprehensive documentation demonstrating their technical experience, including examples of similar projects, availability of appropriate skills among personnel, and the ability to manage and analyze high-impact technological projects in science, technology, and public policy.
