Interested consultants must provide specific information demonstrating their full qualifications to perform the services (brochures, descriptions of previous similar assignments, experience working in similar settings, availability of appropriate staff skills, etc.). The criteria for preparing the shortlist are as follows: (a) The consultant must demonstrate that he has general experience in providing studies on the development and management of the Islamic endowment sector for a period of no less than five (5) years. (b) Statements of preparing similar studies in the field of designing and presenting an optimal Waqf governance framework and / or designing and presenting an optimal administrative framework (taking into account the AAOIFI Waqf Governance Standard + best practices) (at least 3 similar studies in the past five years) for the Ministry of Islamic Affairs in the country, or any other government sector related to Waqf and Zakat, or non-governmental institutions or non-governmental organizations. (c) The office must demonstrate that it has the technical and administrative capabilities to successfully carry out the mission by providing a brief presentation of its management structure and number of staff.
