Tenders are invited for Architectural and Engineering Consultancy for the Design, Acquisition of Permits, And Supervision of the Reconstruction of Amel Primary Health Care Center (Phcc) in Khiam, South Lebanon Closing Date: Thursday, 03. Jul 2025 Intervention Sector(s): Infrastructure & Services Rehabilitation 1. CONTEXT AND JUSTIFICATION 1.1. CONTEXT During the war on Lebanon in 2024, several health facilities in South Lebanon were damaged or destroyed, disrupting access to essential services in already underserved areas. Among the affected facilities was the AMEL PHCC in Khiam, which sustained significant structural damage due to heavy shelling. Located in the border town of Khiam, home to nearly 17,000 residents, the AMEL PHCC is a critical facility within the local health system. Its strategic position in a remote and often underserved border area makes it the primary access point for thousands of residents seeking essential healthcare services. The center has historically provided a wide range of care, including maternal and child health, chronic disease management, vaccination, mental health support, and general outpatient services. Its destruction created a significant gap in healthcare access, leaving the local population without basic medical support in an already fragile and crisis-affected environment. PU-AMI is leading the designing and construction of the AMEL PHCC in a new empty plot of land in Khiam, provided by AMEL, aiming to restore comprehensive primary healthcare services and support the recovery and resilience of conflict-affected communities in Khiam and surrounding areas. 1.2 RATIONALE AND OVERALL OBJECTIVES The selected Architect/Engineering Firm will be responsible for conducting the necessary studies and preparing all design and technical documents required for the construction of a Primary Health Care Center (PHCC) building in Khiam, including all complementary civil works. The Firm shall also prepare the full permit file for submission to the relevant authorities to secure the required construction license and environmental permit. This assignment must be carried out in accordance with the designated work program, specified areas, and the special conditions and terms outlined in this Terms of Reference (TOR). Furthermore, the Firm will be tasked with overseeing the execution of the project to ensure full compliance with the approved design and contractual obligations. 2. SPECIFIC OBJECTIVES OF THE CONSULTANCY Develop two complete design options for the construction of a two stories Primary Health Care Center (PHCC) in Khiam, including all architectural, structural, and complementary civil works documents, ensuring the requirements of the PHCC are met. (Annex 01 and Annex 02) Prepare and submit the full permit application file, with particular emphasis on obtaining the necessary construction and environmental permits from the relevant authorities. Oversee the execution of the construction works (excavation, steel reinforcements placement, concrete pouring) to ensure compliance with the approved design, technical specifications, environmental requirements, and contractual terms (as detailed in Phase 4). 3. METHODOLOGY 3.1. MAIN TASKS Conduct site assessments and necessary technical studies, including topographical, geotechnical, and environmental assessments as mentioned below in the Detailed Expected Deliverable, Phase 1. Develop a complete architectural and engineering design options for the PHCC building, incorporating all structural, electrical, mechanical, and complementary civil works. This will be incorporated with two rounds of feedback and adjustments requested if needed. Coordinate with relevant stakeholders and local authorities to ensure compliance with local planning and building regulations. Prepare and submit the full permit application file, with a focus on obtaining the required construction and environmental permits. Implement Environmental and Social Management Plan (ESMP) in compliance with Agence Francaise de Developpement (AFD) requirements and national legislation regarding authorizations and E&S risk management Obtain the building permit including environmental permit from Ministry of Environment Produce all required technical documentation, including detailed drawings, specifications, bills of quantities (BoQs), and tender documents. Provide technical support during the tendering phase, including responding to clarifications and participating in evaluation processes if requested. Oversee the execution of the construction works (excavation, steel reinforcements placement, concrete pouring), ensuring alignment with the approved design, technical standards, environmental requirements, and contractual obligations (as specified in Phase 4). Participate in regular site visits and coordination meetings, and provide progress reports and recommendations during the implementation phase. Prepare method statement for item execution. 4. AREA OF INTERVENTION The area of intervention is located in the town of Khiam, situated in the Marjeyoun District of South Lebanon. The details of the plot will be provided to the selected consultant. 5. DURATION OF THE STUDY The timeframe to implement the following activities are detailed in point 7.2 Timeline. 6. FUNCTIONAL LINKS The Architect/Engineering Firm will be working directly in overall Coordination with Shelter & Infrastructure Coordinator, Shelter Program Manager and PUIs Site Engineer. 7. EXPECTED DELIVERABLE Inception Report, outlining the methodology, work plan, timeline, and any preliminary observations from the site visit. A complete design options for the PHCC building and all associated civil works, including architectural, structural, electrical, and mechanical components. Detailed technical drawings, specifications and Bills of Quanity (BOQs) for the selected design, suitable for tendering and execution. Full permit application file, including all necessary documents for obtaining the construction license and environmental permits from the relevant authorities. Tender documents, including drawings, technical specifications, and conditions of contract. Construction supervision plan, outlining the approach, schedule of site visits, and reporting structure. Progress and supervision reports during the execution phase, including site visit observations, compliance checks, and recommendations. Final completion report, summarizing the design process, implementation observations, and lessons learned. 8. PREREQUISITE QUALIFICATIONS 8.1. Education The consultant can be an Engineering Office or a Firm. The team should include at least the following expertise: Bachelor Degree in Architectural Engineering (Design Engineer) Bachelor Degree in Civil Engineering (Site Engineer) Bachelor Degree in Electrical Engineering (Electrical Engineer) Bachelor Degree in Mechanical Engineering (Mechanical Engineer) 8.2. Professional experience Minimum 10 years of Experience in Architect, Civil, Electrical and Mechanical Design Minimum 10 years of Experience in overseeing execution of construction projects Experience in Designing and/or executing similar project (Public Health Facility) 8.3. Competencies and knowledge Excellent knowledge in executing as per Lebanese Construction Laws, including permit acquiring (particularly construction permit, environmental permit) 8.4.
