Tenders are invited for Technical Consultant Closing Date: Thursday, 26. Jun 2025 Intervention Sector(s): Advocacy & Awareness Duration of Contract: 9 Weeks For the Terms of the Rerference details please refer to the attached file- ToR_Technical Consultant. As part of Oxfams South Lebanon program, we are seeking a qualified service provider to assess the needs of 10 pre-selected micro and small enterprises in the south and provide targeted technical and financial support. The assignment includes conducting technical and financial assessments, designing and delivering capacity building plans, and offering ongoing tailored technical support through one-on-one coaching and group workshops The assignment will include the following key tasks: A. Assessment of micro and small enterprises (Technical & Financial) 1.1 Technical Assessment: 1. Design and implement an assessment methodology to identify the needs and gaps of the preselected 10 micro and small enterprises. 2. Formulate a capacity building plan for each of the 10 micro and small enterprises based on the assessment results. 3. Develop a tailored training curriculum covering the identified needs and any additional relevant topics. 4. Prepare a detailed breakdown of capacity building workshops, including objectives, discussion points, and expected learning outcomes. 5. Create all required materials, such as presentations, handouts, facilitation guidelines, and satisfaction surveys. 6. The service provider will be responsible for designing and conducting baseline and endline assessments to measure changes in the business capacity and performance over the course of the intervention 7. Challenges, lessons learned, and actionable recommendations should be documented in the final assessment report 8. Coordinate and arrange all logistics for workshops, including venue, catering, invitations, and transportation. 9. Coordinate and organize between two to three training sessions, each involving 10 to 15 participants (including MSME representatives and Oxfam staff). The service provider will be responsible for all logistical arrangements, including venue selection, transportation, stationery, and any other materials, services, or support required to ensure the effective delivery and participation of the trainings. 1.2 Financial Assessment: 1. Identify and document the financial needs and priorities of each business. 2. Support each business in drafting a comprehensive business and procurement plan. 3. Conduct a desk review of the projects scoring sheets and other relevant documentation related to financial support and grant selection. 4. Propose any suggested changes or amendments to the existing tools and processes to the Oxfam project team for review and approval 5. Provide assistance with logistical tasks related to financial support (e.g., reviewing quotations and invoices), while Oxfam will manage grant disbursements directly. Reporting: Submit a final assessment report consolidating findings from both the technical and financial assessments, in collaboration with the project team. B. Technical Support 2.1 One-on-One Sessions (50 sessions total; 5 per micro and small enterprise): The service provider shall present a tailored technical support plan for each entity, based on the findings of the assessment. This plan must be reviewed and approved by the Oxfam project team prior to the commencement of technical support activities Terms of reference 3 Provide specialized technical support through a combination of one-on-one sessions and group workshops. This includes, but is not limited to, legal advisory services, marketing and branding, digital transformation, compliance, and sector-specific technical expertise, depending on the needs identified during the assessment. One dedicated session per business should focus on how to preserve operations, capital, assets, and profits during future shocks. This session should provide practical guidance on financial preparedness, business continuity planning, risk mitigation, and resilience building, especially considering the high-risk context in South Lebanon. Track and report on the delivery and effectiveness of one-on-one sessions and group workshops using clear KPIs. Include quantitative and qualitative analysis, including pre/post comparisons and participant feedback, to assess the impact of the technical support. 2.2 Group Workshops (two workshops for all 10 micro and small enterprises): 1. With coordination of Oxfam staff plan and implement participatory workshops based on common technical needs. 2. Use inclusive methodologies to encourage engagement, knowledge sharing, and peer support. 3. Focus on practical, actionable topics aligned with the identified capacity gaps. Reporting: Submit a comprehensive final technical support report summarizing the sessions and workshops delivered, key support provided, materials used, achievements, challenges, micro and small enterprises feedback, and recommendations for future support. C. Training modality and contingency measures To ensure business continuity and minimize disruptions to micro and small enterprises daily operations, training and coaching sessions should be scheduled in coordination with Oxfam staff as well as with each business to avoid peak operational hours. Where feasible, a blended learning approach should be adopted, combining in-person sessions with online or remote coaching. In case field access is limited due to security or logistical constraints, the service provider must have contingency plans in place, including the use of virtual platforms, phone coaching, or relocating training to safer zones, when necessary, all the above must be done in coordinating with Oxfam security team. Proposed methodology and workplan, including key milestones and contingency measures. Description of the team structure and roles, including CVs of key personnel. Approach to quality assurance, monitoring progress, and ensuring timely delivery. Risk mitigation measures, particularly for delivery in high-risk or hard to reach areas. Financial Proposal: A clear breakdown of consultancy fees by deliverables, day rate, or working hours. Estimated costs for all associated expenses, including logistics, transportation, communication, and accommodation, if applicable. All prices must be in USD, clearly stating unit prices, subtotals, applicable taxes, and total cost. Please specify the VAT rate, if applicable. Mandatory Proof of registration: The bidders also must include a copy of their registration at the relevant Chamber of Commerce and / or document showing self-employed tax registration. Mandatory Evidence of previous work / references Applicants must provide documented evidence of similar previous assignments. This includes: A list of comparable consultancies or capacity-building projects implemented, particularly in the MSME or livelihoods sector. At least two reference letters or contact details from previous clients or partners, ideally from INGOs, UN agencies, or local development actors. Samples of relevant deliverables (e.g., assessment reports, training materials, workshop agendas) that demonstrate technical and thematic expertise aligned with the current TOR.
