Portfolio Management Services-Administration And Implementation Services Of The Financial Instrument Risk Capital Instrument, Financed From The Center Region Program 2021-2027. The Contracting Authority Intends To Purchase The Services Of A Registered Or Authorized Fund Administrator As An Afia Or Which Will Be Registered As Afia (The Alternative Investment Administrator - The Fund Administrator) According To Directive 2011/61/Eu (Dafia), For Implementation Of The Financial Instrument Called Risk Capital Fund, Funded By The Center 2021-2027. The Winning Bidder (Fund Administrator) Will Provide The Services And Will Carry Out The Activities, Which Are Stated Below And In The Purchase Contract And Which Will Be Carried Out In Accordance With The Provisions Of The Purchase Contract And The Relevant Applicable Standards, As: • Preparation And Implementation Of The Actions Necessary For Setting Up The Fund (Fia) With A Capital Of Risk Applicable (Including, The Law Applicable To The Fia), Or Will Propose The Use Of An Alternative Risk Capital Investment Fund (Fia) Already Established, Under The Administration Of The Fund Administrator Participating In The Procedure, Which Fulfills The Conditions From Par. 6.9 Of The Specifications Establishment Of The Fund/Requirements For Existing Fund, And Which Will Make Investments Through Financial Products In Eligible Final Recipients In The Center Region Of Romania; • Administration And Management Of The Investment Portfolio Of The Founded Fund, As Well As The Risks Related To The Investment Portfolio, In Accordance With The Purchase Contract, The Constitutive Documents Of The Fund And The Applicable Legislation (Including Directive No. 2011/61/Eu); • Attracting Capital Commitments From Independent Private Investors At The Level Of The Fund And/Or Co-Investments At The Level Of The Final Recipients (Through Co-Investment Schemes), Depending On The Nature Of The Tenderers Proposal; • Identifying The Eligible Final Recipients And Eligible Investments, And Evaluating The Fulfillment Of The Eligibility Requirements Of Dogs And Eligible Investments, Including By Carrying Out The Analyzes Of The Allowed Investment, The Potential Economic Viability Of The Investment, Etc., According To The Provisions Of The Purchase Contract; • Structuring, Negotiating And Making Eligible Investments Of The Fund In Final Recipients, In Accordance With The Investment Strategy, The Business Plan Attached To The Purchase Contract; • Monitoring And Evaluating The Periodic Performance (Corresponding To The Reporting Periods) Of The Companies In The Funds Portfolio In Which Investments Were Made In Financial Products, Establishing And Monitoring The Achievement And Key Indicators, Including The Provision Of Assistance And Managerial Support In Relation To The Strategy Of Growing Their Commercial Activities,
