Entity Background About Transparency International - Lebanon (TI-LB) Transparency International Lebanon (TI-LB) is Lebanons leading advocate for transparency, accountability, and good governance. Since 1999, TI-LB has been on the front lines of the fight against corruption, working to strengthen institutional integrity across Lebanons public and private sectors. As the national chapter of Transparency International, we believe in more than just envisioning a corruption-free societywe are actively making it happen by driving change, empowering citizens, and holding institutions accountable. With a people-centered approach, TI-LB tackles corruption from multiple angles, guided by a robust Impact Matrix that emphasizes three core areas: Policy & Institutional Change, Behavior Change, and Awareness & Outreach. We operate as a guiding thread and conveying channel between international organizations, civil society, and citizens, creating a chain of dialogue and collaboration that promotes a participative approach to anti-corruption efforts. This continuous exchange of information fosters transparency, ensures well-informed communities, and bridges gaps between global standards and local needs. To achieve meaningful, lasting change, TI-LB builds robust, long-term partnerships with a network of dedicated national, local, and international organizations working across Lebanon. These partnerships enhance our strategic reach, propelling TI-LB to deliver anti-corruption initiatives that are both globally aligned and locally impactful. By combining international standards with deep community engagement, we ensure that our programs not only meet global benchmarks but are also highly responsive to Lebanons unique governance challenges and diverse community needs. 3. Project Background LBN-CO-CFP-204-24 Promoting the Right of Access to Information Project brief Funded by UNDP Lebanon, the Project overall goal is to promote the effective implementation of the Right to Access to Information Law in selected municipalities through a community-driven, gender-responsive, and evidence-based approach. This will be achieved by empowering local communities, civil society organizations, local authorities and municipal staff through targeted awareness campaigns, capacity building, inclusive outreach, and hands-on support in submitting and following up on ATI requests. The Projects key objectives are: (1) Three municipalities identified and engaged as pilots for local ATI implementation. (2) Capacity of civil society organizations strengthened to support communities in accessing public information. (3) Local communities, including women, youth, and persons with disabilities, empowered to understand and exercise their ATI rights. (4) Increased awareness and public engagement through targeted outreach campaigns and trainings. (5) Advocacy and legal support mechanisms activated to address rejections of ATI requests and promote accountability. (6) Evidence generation and learning institutionalized through systematic tracking, success story documentation, and lessons learned reporting. The projects target audience includes local civil society organizations, municipal officials, community leaders, and members of the public in the selected municipalities, with a strong emphasis on inclusive participation and gender equality. 4. Scope of Work TI-LB is seeking a Data Collection Company to collect baseline and endline data to monitor progress and evaluate results under the LBN-CO-CFP-204-24 Promoting the Right of Access to Information Project. The methodology will use both quantitative and qualitative methods to understand the context, needs, and impact of the project, while prioritizing gender inclusion and responsiveness. The baseline phase will begin with a quantitative survey to assess the percentage of people aware of the Access to Information (ATI) Law in the three targeted regions. The three suggested targeted regions are the North, Akkar, & Mount Lebanon, WITH 400 SURVEYS TO BE CONDUCTED IN EACH REGION. The quantitative survey will measure the peoples level of knowledge, understanding of the laws provisions, and the perceived impact of the ATI Law on their socioeconomic daily lives. The survey will be designed to ensure questions are relevant, culturally sensitive, and gender-inclusive. Demographic data, including gender and age, will be collected to identify gaps or disparities in awareness, particularly among women and youth. To complement the survey, qualitative research will include focus group discussions (FGDs) in the same regions. FGDs will explore community perceptions, challenges, and barriers related to the ATI Law. Duration: The consultancys duration is expanded for six months, from June 2025 to November 2025, with the Data Collection he Data Collection Company is expected to: Submit the baseline report by 15 July 2025. Submit the endline report by 1 October 2025. Duties and Responsibilities: The selected Data Collection Company will be tasked to: Collaborate closely with the TI-LB Project team and the projects partners to design a comprehensive data collection methodology combining quantitative and qualitative tools that align with the projects objectives and indicators. Develop survey questionnaires and focus group discussion (FGD) guides for both baseline and endline phases, ensuring they are culturally appropriate, gender-sensitive, and relevant to the local context. Conduct a pilot of the data collection tools and integrate feedback to finalize the instruments in coordination with TI-LB and the projects partners. Recruit and train qualified enumerators and facilitators to carry out fieldwork in the three targeted regions (North, Akkar, and Mount Lebanon), with a particular focus on ethical data collection and inclusion of youth and women, A TOTAL OF 400 SURVEYS WILL BE CONDUCTED IN EACH REGION. Implement the baseline quantitative survey to assess the level of public awareness, knowledge, and perceptions of the Access to Information (ATI) Law in the selected regions. Conduct qualitative focus group discussions to capture deeper insights into community perceptions, barriers to exercising ATI rights, and specific challenges faced by marginalized groups. Ensure all data collected is properly anonymized, securely stored, and disaggregated by gender, age, and location to support intersectional analysis. Analyze both baseline and endline data and generate high-quality reports, including visual presentations of key findings, comparative insights, and actionable recommendations. Submit the baseline report by 30 June 2025 and the endline report by 1 October 2025, including annexes of tools used and data summaries. Provide regular updates to the TI-LB team and participate in coordination meetings, validation sessions, and debriefings as requested. Ensure rigorous quality control throughout the data collection, entry, and analysis processes to uphold the accuracy, reliability, and credibility of findings. Required Competencies: Skills: Proven expertise in designing and conducting quantitative and qualitative research, including surveys and focus group discussions. Strong data analysis and reporting skills, with the ability to produce clear and concise evaluation reports. Demonstrated ability to apply gender-sensitive and inclusive approaches in research. Familiarity with ethical standards and data protection protocols in field research. Organizational Experience: Demonstrated experience in implementing similar assignments in Lebanon, particularly in the fields of access to information, governance, or social accountability. Prior experience working with UN agencies, INGOs, or national civil society organizations. Proven track record of successfully completing at least three comparable baseline/endline or perception survey studies in the past five years. Operational capacity to deploy trained field teams and conduct fieldwork in North, Akkar, and Mount Lebanon. Languages: Fluency in English and Arabic is required.
