The Organization provides medical assistance to vulnerable groups, in Belgium and the rest of the world. It wants universal health coverage where every person has access to care, without obstacles (financial, cultural, geographical, etc.). To carry out its mission, it is based on three pillars: Care, Support and Testify. The mission is part of the development of the Sahel region within MdM-BE. It includes support for projects and teams in Niger and Mali, as well as support for the development of operations at the regional level. MdM-BE is looking for a consultant for a 1-year mission. The requested deliverables are as follows: A Mission Start-up Plan containing a methodological note and a preliminary timeline; A MEAL Sahel strategy and an action plan developed on the basis of regionalization co-constructed with the technical teams and validated by headquarters and missions; A capacity building plan for technical and operational teams based on an identification of needs and training reports for teams. A review of the complaint and feedback processes; Updating and harmonizing data collection tools The implementation of a data management and visualization system to support strategic decision-making. A Learning Capitalization Report with documents summarizing major learnings, good practices, innovations, and recommendations from projects and feedback from projects that are coming to an end (DGD5.1, EJRM, etc.) Write the document for counting/calculating beneficiaries Contribution to the localization approach with the co-construction of procedures, mutual sharing of experience, tools accessible online with national partners The structuring of methodologies for counting people affected by projects. DESCRIPTION OF THE MISSION The objectives of consultancy are as follows: Development of a regional MEAL strategy in collaboration with the technical (MEAL, health) and operational teams of the Sahel region; Harmonization of MEAL tools at the level of the Niger and Mali missions; Development of a MEAL strategy for regional projects in line with donor requirements; Capacity building of technical and operational teams on the MEAL. The essential tasks and responsibilities of the consultancy are to: Strategic development and management Development of the regional MEAL strategy with the support of the technical referents at the headquarters. Development of the regional action plan and supervision of its implementation as well as national MEAL plans. Participation in the coordination mechanisms in the two countries concerned. Regional MEAL budget monitoring. Support in the drafting of project proposals, in conjunction with the program teams. Capacity building of project coordinators and field teams in the use of internal project management tools. Regional monitoring and evaluation Establishment of regional systems for monitoring, data collection, evaluation, information management, learning and accountability. Technical support for the definition of monitoring indicators, methods and tools. Implementation of a data management and visualization system that supports strategic decision-making. Conducting project evaluations and conducting an annual regional meta-evaluation. Support for the follow-up of recommendations from evaluations. Learning and accountability Organization of knowledge capitalization processes and collective learning. Data analysis and dissemination of learning. Oversight of accountability mechanisms and complaint management. Coordination of the implementation of beneficiary feedback mechanisms in all projects, including those with partners. Monitoring of the integration of the PSEAH policy into the feedback mechanisms, and reporting to donors. Supervision and capacity building of MEAL teams Supervision of the national MEAL managers and structuring of the work around common processes. Training, coaching and technical support for the project and MEAL teams. Carrying out regular missions in the countries of intervention of MdM-BE in the region, according to operational needs. In order to carry out this mission, MdM-BE is looking for candidates with a Masters level education profile in social sciences, project management, monitoring/evaluation/accountability, international development, or a related field/with experience in monitoring and evaluation, research, accountability and learning, monitoring and evaluation, research, accountability and learning, evaluation missions (baseline surveys, project evaluations), capacity building.
