Tenders are invited for Design, Supply, and Install a Complete Infrastructure for the Safe and Efficient Cleaning of a Large-Scale Solar System Installed on-Site in the Jdita Water Station Infrastructure for Solar Cleaning Closing Date: Thursday, 26. Jun 2025 Intervention Sector(s): Infrastructure & Services Rehabilitation Michel Daher Social Foundation (MDSF), established in 2014, is a Lebanese NGO dedicated to addressing the unique challenges faced by communities in Central Bekaa. Committed to creating an environment where individuals can achieve their highest potential, the foundation focuses on community health care, economic and human capacity building, sustainable community development, and livelihood. MDSFs mission is rooted in providing support to help people overcome life challenges and to make a positive impact on the Bekaa community. Project Overview: The project aims to increase access to safe and reliable water services among communities in Zahle Caza, Lebanon, with a focus on improving capacities of the Bekaa Water Establishment (BWE) and enhancing water services for upstream and downstream communities of Jdita. The project includes technical and material capacity strengthening, community engagement, facilitation of allocation agreements, and activation of the regional water network. Scope of work Infrastructure for Solar Cleaning This tender seeks qualified contractors to design, supply, and install a complete infrastructure for the safe and efficient cleaning of a large-scale solar system installed on-site in the Jdita Water Station. The scope includes the provision and installation of the following components: 1. Access and Safety Infrastructure (for 4 workers) Custom-designed steel stairs to enable safe access to the elevated solar structure (width 1.25m; length 25m approximately) with the following specifications: Width of each step: 27cm Steel thickness 2.5mm Balustrade at the height of 90cm from both sides, in addition to a beam at 45cm height also from both sides Toe-guard from both sides Stairs should be flat Steps should be rigged Steel to be galvanized All works or steel preparation and installation shall be done directly on site because the ground underneath is not typical not symmetric, hence the detailing should be done directly on site for exact measurements Overhead galvanized steel beams to support permanent or semi-permanent lifelines (height 2m, length 5m). Vertical steel column, in blue, 2 meters height shall be 20cmx20cm. Horizontal steel beams (x2), in yellow, 5 meters long each shall be 20mx10cm, with 20cm spacing, and steel supports (in red) in between. Horizontal lifeline systems for fall protection, compliant with international safety standards (100m x4) Certified full-body harnesses and other personal protective equipment (PPE) for safe operation during cleaning (helmet, reflective vest, safety gloves, safety boots) Anchorage systems securely fixed to structural elements 2. Cleaning Tools and Equipment Durable heavy-duty solar panel cleaning tools (e.g., soft brushes, automated or manual systems suited to PV surfaces) (x2) Non-abrasive, solar-safe cleaning solutions Extendable water hoses with appropriate fittings for full coverage of the array Mobile or fixed cleaning support equipment, if required 3. Water Supply and Plumbing System Installation of a water tank (2000L) for repeated cleaning operations All necessary plumbing accessories, including piping, valves, connections, etc. Integration of the water system with the cleaning tools to ensure operational efficiency: this should be done in order to provide water supply from the existing water valve at the lowest level of the facility, which is intended to supply water into the newly installed tank for cleaning purposes All works must comply with relevant safety, mechanical, and structural standards and be adapted to the solar system. All the above-mentioned works shall include the full supply and installation of materials, testing, and commissioning. Expected deliverables The Qualifications The contractor is to fulfill all requirements of the scope of work, and in case of any discrepancies and/or unexpected circumstances to notify immediately. The contractor is to provide the following documents: Datasheet of the solar cleaning equipment List of the supplied equipment and tools Durability modeling for the overhead lifeline beam support Company profile or CV Financial Offer How to apply To apply, please submit your proposal (technical and financial) along with your resume and work/ project portfolio by email to: procurement@daherfoundation.org before 26 June, 2025 SELECTION CRITERIA The consultant will be selected based on: ID and Resume are a must Technical Competence: Material specifications must clearly define types, standards, and sizes to ensure quality and compliance. Technical competencecovering experience, expertise, project understanding, will account for 60% of the evaluation score. Value for Money: This criterion assesses the cost-effectiveness of the consultants services compared to their competitors while ensuring quality and meeting project objectives.
