General Procurement Notice for Provision of Goods, Works, Related Services and Consulting Services for Improving Efficiency, Quality, and Access in Belizes Health System Institution: Inter-American Development Bank Country: Belize Project: Improving Efficiency, Quality, and Access in Belizes Health System Sector: Health Abstract: The projects implementation includes the procurement of a number of contracts that falls in the following categories: goods, consulting (individuals and firms) and non-consulting services which focuses on improving health system efficiency, expanding access to services, enhancing Belizes response to climate and health emergencies, and advancing digital health innovations. Loan Agreement.: BL-L1048 The Government of Belize (the Borrower) has received financing in the amount equivalent to US $17,360,000.00 from Inter-American Development Bank (IDB), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under the project Improving Efficiency, Quality, and Access in Belizes Health System. The project will be jointly financed with the Korean Infrastructure Development Co-Financing facility for Latin America and the Caribbean (KIF) as well as funds from the IDB Grant Facility. The main objectives of this project is to enhance efficiency at both system and facility levels, increase access to effective services for all population groups, strengthen Belizes ability to respond to climate change and public health emergencies, and promote the use of innovative digital health solutions while building related capacities. This project contains two (2) components: Component 1: Improve the efficiency and quality of healthcare delivery; Component 2: Improve access to key health services Component 1 focuses on improving quality, efficiency, workforce skills, data systems, performance monitoring and evaluation system, and digital health governance which includes completing the Quality and Efficiency Improvement Strategy, establishing the Hospital Mortality Review Committee, organizing trainings for Health providers and managers to develop their competencies and skills, awarding scholarships to professionals, updating the Supply chain management system, optimizing health workforce governance, improving Belizes Health Information System with new functionalities and improving the quality of data. Whereas, Component 2 aims to strengthen community health, promote behavior change, deploy mobile and telehealth services, upgrade facilities, optimize health delivery, and provide culturally adapted care. Procurement processes of contracts financed by the Inter-American Development Bank will be conducted in accordance with the Policies for Procurement of Goods and Works financed by the Inter-American Development Bank, and is open to all eligible bidders as defined in the policies. Consulting services will be selected and contracted in accordance with the Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank. Specific procurement notices for contracts to be bid under the Inter-American Development Banks international competitive bidding (ICB) procedures, will be published as they become available on the Inter-American Development Banks Web Site, the Amanadala Newspaper, the Ministry of Health and Wellness Website, and disseminated to the other Ministries via Central Information Technology Office (CITO) circulation system administration.
