Jun 2025 Intervention Sector(s): Advocacy & Awareness, Law & Legal Affairs Remuneration range: 4000 to 5000 (USD) Duration of Contract: one month Request: Justice Without Frontiers will conduct a Rapid Gender Assessment (RGA) focusing on the roles, challenges, and contributions of women-led organizations (WLOs) in conflict and post-conflict settings in Lebanon. The assessment will also examine gendered access to formal and informal justice systems during these periods. The RGA will result in concrete recommendations to strengthen WLO capacity, improve coordination and funding access, and enhance gender-responsive justice mechanisms. 2. Scope of work Desk Review Review existing literature, reports, and data related to: Women-led organizations in Lebanon, especially in crisis contexts. Access to formal and informal justice systems during and after conflict. Gender-based violence (GBV), protection, and legal service delivery trends in emergencies. Funding flows and donor strategies for WLOs in Lebanon or similar contexts. Stakeholder Mapping and Engagement Map relevant WLOs operating in Lebanon during conflict/post-conflict periods. Identify key justice actors (formal and informal), humanitarian agencies, donors, and coordination platforms. Conduct brief key informant interviews or focus group discussions with: Representatives from WLOs Legal and justice system stakeholders Community-based leaders and mediators Relevant UN agencies, INGOs, and donors Women and girls directly affected by conflict or displacement Data Collection and Analysis Use RGA-aligned tools (e.g., short questionnaires, semi-structured interviews) to capture: The roles and impact of WLOs in emergency response and recovery. Challenges WLOs face in accessing funding, inclusion in coordination mechanisms, and sustaining services. Gender-specific barriers to accessing formal and informal justice. How social norms, discrimination, or legal gaps affect womens legal empowerment in crisis contexts. Identification of Gaps and Opportunities Analyze: Gaps in support for WLOs from national/international actors. Gaps in justice service delivery and legal protection. Opportunities for strengthening collaboration, advocacy, and resource mobilization. Recommendations Provide practical, context-specific recommendations to: Strengthen the capacity and leadership of WLOs. Improve access to funding and coordination spaces for WLOs. Promote gender-responsive justice delivery in conflict and post-conflict settings. Support inclusive justice strategies and policies at local and national levels. 3.Deliverables: Inception report and methodology Draft study Presentation of findings Final policy paper 4.Skills and Experience Required: Advanced university degree in Law, Public Policy, Political Science, Social Sciences, or a related field. Minimum of 5 years of professional experience in policy research, legal studies, or programmatic work related to justice, rule of law, or governance. Proven experience conducting research or drafting studies/policy papers, preferably with a focus on justice sector reform or legal pluralism. In-depth knowledge of Lebanons legal and judicial systems, including customary and informal justice mechanisms. Demonstrated experience engaging with diverse stakeholders, including government institutions, legal professionals, community leaders, and civil society organizations. Excellent analytical, writing, and communication skills in English; working proficiency in Arabic is a strong asset. Experience working in Lebanon or the MENA region is strongly preferred.
