BACKGROUND Ref : AMI_ PF2MU ABY ABY 2025 0061 1.1 PIRAC Created in 2005, PIRAC the international delegation of the French Red Cross in the Caribbean has more than 15 years of experience in disaster risk management, mainly in the Lesser Antilles area and the Guiana Plateau (Guyana, Suriname, French Guiana). This area is suffering the impact of natural disasters that are becoming more and more regular and violent with the effects of climate change. The objective of PIRAC is to strengthen inter-Caribbean cooperation in the field of natural disaster response in each territory by pooling the material and human resources of each territory, and by organizing an operational response to emergencies at the regional level. In 2020, PIRAC adopted a 2021-2025 strategic framework which resulted in the implementation of projects such as Ready 360 Phase 1 and Phase 2 (Interreg Caribbean), Ready Together Extension (Interreg Caribbean), Phases 1bis/2 and Phase 3 of the 3 Oceans Programme (AFD), the CMA-CGM Foundation grant, the PHARE-u project funded by the CDCS and Antilles Réactives (Internal Dedicated Fund FIU). This strategic framework aims to improve the resilience of vulnerable Caribbean populations exposed to natural and health risks in a context of climate change. 2. Purpose of the Consultancy The purpose of this consultancy is to evaluate the results of the 2021 2025 strategic framework to feed the reflection aimed at proposing strategic recommendations for the next strategic framework 2026 2030. A particular effort is expected to address the issues of the geographical area of intervention and the choice of themes to be covered, taking into account the expected consequences of climate change and the decrease in funding dedicated to development aid. The results of this consultancy will be put into perspective with the strategies of PIROI and PIROPS in order to identify common themes and possible joint programming between PIRs, such as the 3 Oceans programme. 2.1 Specific objectives of the consultancy mission This consultancy will more specifically target the specific objectives below: Specific objective 1 - To assess the results of the implementation of the four axes of the PIRAC Strategic Framework 2021 2025 on the basis of the OECDs DAC criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability). 15% of the time of the consultancy. Specific objective 2 - Propose policy recommendations for the period 2026 2030 65% of the time of the consultancy. Specific objective 3 Propose a draft strategic framework 2026 2030 based on the FIUs decisions following the recommendations of objective 2 20% of the time of the consultancy. The French Red Cross will draw up a shortlist of a maximum of six (6) Candidates, pre-selected on the basis of the applications received, to whom it will send the Request for Proposals for the performance of the required Services.
