Expression of Interest are invited for Sierra Leone: Design and Install a Government Service Bus (GSB) Prototype The World Bank is supporting the development of several PFM information systems (PFM Smart, AMIS, LoMEMIS, e-GP) through the Accountable Governance for Basic Service Delivery (AG4BSD) (P172492) project. The development of interfaces and APIs to link these systems to the GSB is a standard activity included in each contract signed so far. These interfaces are expected to be fully operational until mid-2026. The World Bank is seeking to hire a consultant to support the implementation of the PFM interoperability framework in Sierra Leone, including the deployment of a GSB prototype based on an open-source platform (e.g., X-Road) to automate secure data exchange via APIs (i.e., this assignment). The GSB will be a shared platform hosted in the MoF Data Center and interconnecting all relevant government entities to securely share data (an information exchange highway with audit trails and monitoring tools). Although the main beneficiary will be the Ministry of Finance and its various departments, other government entities operating new/existing information systems (e.g., MPTS, e-GP, AMIS, ITAS, e-GP) will also benefit from the shared GSB and transition to API to improve the efficiency of their operations and services as well as the reliability and accuracy of the financial data being used for decision support, performance monitoring and reporting needs. In the context of broader financial sector modernization, interoperability of PFM systems will also align with upgraded core payment systems upgrades at the Bank of Sierra Leone.
