Tenders are invited for Consultancy services to Conduct Agroforestry Contextual Analysis Closing Date: 18 Jun 2025 Type: Consultancy Themes: Climate Change and Environment/Recovery and Reconstruction World Vision Timor-Leste World Vision Timor-Leste (WVTL) is a faith-based humanitarian and development organization committed to enhancing the well-being of children, youth, and communities. Operating in Timor-Leste since 1995. WVTL currently implements programs across Aileu, Baucau, Bobonaro, Covalima, Oecusse, Manatuto, and Ermera. Our vision is to nurture healthy children and empowered youth for resilient and thriving communities. To achieve this, WVTL focuses on key programmatic areas, including health and nutrition, agriculture and economic empowerment, climate change adaptation, humanitarian and emergency response, gender equality and inclusion, child protection, and spiritual development. In collaboration with the government, local organizations, and international donors, WVTL delivers evidence-based programs and advocacy initiatives that align with national priorities and global Sustainable Development Goals. Through a steadfast commitment to community empowerment and the promotion of local languages, WVTL continues to drive sustainable and transformative change in some of Timor-Lestes most vulnerable and remote regions. Project Background The Enhanced Agroforestry for resilient Timorese Household (EARTH) project is funded by European Union (EU) and implemented through a consortium between World Vision Australia (WVA), World Vision Timor Leste (WVTL), Fundação Carbon Offset Timor (FCOTI), NatureCo and FarmTree. Commencing in March 2025 to March 2030, EARTH operates across Manatuto, Manufahi, Covalima and RAEOA. WVTL leads the project in Covalima and RAEOA, whereas FCOTI leads the project in Manatuto and Manufahi. Objective The purpose of this contextual analysis is twofold: to assess the environmental and socio-economic conditions that influence the feasibility of agroforestry interventions in the EARTH project areas, and to generate key qualitative insights and definitions that inform the projects baselineparticularly for indicators related to land tenure, environmental stewardship, natural resource management, productivity, and gender dynamics. (see annex 2 for baseline framework for context). 1. Governance and Conflict Analysis 2. Biophysical and Disaster Risk Analysis 3. Nurseries and Production Analysis 4. GEDSI/WEE Analysis Scope of Work This contextual analysis should be conducted across Covalima (Villages: Matai, Holpilat, Oques, belecasac, Lactos) and RAEOA (Villages: Nipane,Monemeko,Usi Tasae, Banafi, Bene-uf), Manatuto (Natarbora, Laklubar, Soibada, Manatuto Vila) and Manufahi (Alas and Fatuberlihu). This assessment will be primarily targeting local farming households, landholders, women, youth and vulnerable groups, community leaders and relevant local government though focus group discussions and key Informant interviews Task 1: Desktop review secondary data collection Task 2: Develop a stakeholder engagement plan and workplan for primary data collection Task 3: Carry out field visits and consult with relevant stakeholders Task 4: Develop Contextual Analysis Expected Deliverables The main deliverables of this assessment will include: No, Activities, Expected Outputs Conduct a document review of all relevant secondary literature including government strategies, policies, guidelines and regulations on agroforestry; Word Vision program documents and need assessments. Present findings to WV Desk review Prepare an inception report, summarizing the findings of the document review and detailing the methodology (including stakeholder engagement plan and work plan) for the assessment. Draft a stakeholder engagement plan, building from existing stakeholder maps Inception Report Identify feasibility of agroforestry activities through contextual analysis of governance, biophysical and disaster risk, production, and GEDSI Prepare a draft contextual analysis report Draft contextual analysis report include inputs to baseline Present preliminary findings to World Vision for inputs Update draft report with additional inputs from World Vision. Revised contextual analysis report Present final contextual analysis report to World Vision Final Report 2-page Executive Summary capturing all major findings and key recommendations Final report The WV team to respond to all recommendations noting whether they agree or disagree, and how agreed recommendations will be considered. Management Response Qualifications and Experience. World Vision seeks to engage a competent consultant (national or international) with the following qualification and experiences: Qualifications in environmental management, community development or related fields Excellent monitoring and evaluation skills, qualitative and quantitative tools experience as well as experience working with smallholder farming households, vulnerable groups, community authorities. Previous experience in conducting contextual analyses for agroforestry or natural resource management projects; Experience in project evaluation programmes; Excellent quantitative and qualitative data analysis skills; Excellent skills in developing and using mobile apps and web-based platforms; Communication skills in English, oral and written; and Capacity to work with a team of local familiarized enumerators who own and can use a smart phones, and with prior experience in data collection.
