The Support Model For Floating Offshore Winds In Utsira Nord Was Approved Under The Eea Agreement By The Efta Surveillance Authority (Esa) On 15 April 2025, See Appendix 2 To Appendix 1. The Approval Of The State Aid Has Been Made In Line With Esas Guidelines On State Aid For Climate, Environmental Protection And Energy Protection And Energy Protions. 1. Under Ceeag, The Support Model For Floating Offshore Wind In The Sea Wine Area Utsira Nord Requires A Subsequent Ex-Mail Evaluation, Based On An Evaluation Plan To Be Approved By Esa. As Part Of The Notification Process, The Ministry Has Submitted A Draft Evaluation Plan, See Appendix 1 To Appendix 1. In The Notification Decision, It Was Stated That The Ministry Must Submit The Completed Evaluation Plan To Esa By April 15, 2026. The Notification Decision Stipulates That The Ex-Mail Evaluation Shall Include Both A Mid-Term Evaluation By The End Of 2030 And A Final Evaluation By The End Of 2035. The Evaluation Plan Shall Apply To Both Of These Evaluations. The Competition Applies To The Purchase Of Service To Prepare The Evaluation Plan In Accordance With The Requirements Of Ceeag And The Commission Staff Working Document On A Common Methodology For State Aid Evaluation, See Appendix 4 To Appendix 1. The Ex-Mail The Evaluations Will Be Carried Out By External Advisor. Own Procurement Processes Will Be Carried Out For This At A Later Date. The Advisors Who Carry Out The Ex-Mail Evaluations May Be The Same Who Prepare The Actual Evaluation Plan. The Estimated Value For This Procurement Is From Nok 400,000 Excl. Vat. To Nok 600,000 Excl. Vat. The Estimate Is Not Binding On The Client.
