Tenders are invited for Environmental Consultancy for Humanitarian Housing/Shelter Operations - Shelter Research Unit (SRU) Closing Date: 25 Jun 2025 Type: Consultancy Themes: Disaster Management/Shelter and Non-Food Items The International Aid of the Luxembourg Red Cross asbl (AICRL) continuously provides housing solutions to displaced or disaster-affected families around the world. She pays special attention to and demonstrates a strong commitment to the African continent. Through its humanitarian housing and shelter operations, the AICRL aims to strengthen the capacity of communities in the sub-Saharan region to cope with disasters, whether man-made or natural, including emergency shelter. These operations also aim to ensure that shelter assistance is provided in a timely manner, meets high quality standards and contributes to long-term sustainable resilience. The Shelter Research Unit (SRU) is a technical support unit based in Luxembourg, within the AICRL headquarters. Its mission is to provide technical assistance to our country office teams, heads of mission and field teams in the planning and implementation of their housing and shelter programmes. The SRU aims to develop solutions adapted to the contexts of natural or man-made disasters, while promoting research and innovation according to the specific needs of each situation. Roles and Responsibilities Position: 1 Environmental Consultant for Humanitarian Housing/Shelter Operations, under a consultancy contract with the AICRL, for a period of one (1) year; Responsibilities: Writing and support for program/project proposals: (approximately 1 day per month, a total of 12 days per contract, as required) Support and coordination of ongoing construction projects: (approximately 2 days per month, a total of 24 days per contract) Environmental impact reporting: (approximately a total of 60 days per contract) Support for the development of tools to assess the environmental impact: (approximately a total of 1.5 days per month, or a total of 18 per contract) The consultancy contract will cover a total of 115 working days over a period of one year. It will also include a final debriefing meeting, which will be held in person at the AICRL headquarters in Luxembourg. The consultant must consider in his proposal all the preparatory work related to the organization of his missions (preparation of the ToR, itineraries, documents necessary for the travel and representation of the organization as well as all the documentation that concerns the reporting at the end of each activity). The organization provides reimbursement for tickets and accommodation costs, but all remaining expenses are the responsibility of the consultant. Objectives: Writing and Support for Program/Project Proposals: Support the drafting and submission of AICRL-SRU projects, taking into account cross-cutting sustainability considerations and donor requirements; Provide feedback and inputs to programme/project proposals developed by Country Offices and Heads of Mission, as required. Review of Technical Plans and Documents: Verify compliance of design documentation and cost estimates, in line with the sustainability objectives defined in the program/project proposals. Stakeholder Coordination: Liaise with partner National Societies, Global and National Shelter Clusters, as well as other consultants, to collect necessary data and share evaluation results, as needed. Environmental Assessment and Reporting: Prepare environmental impact reports at the end of projects. Support for the Development of Digital Tools for Environmental Impact: Ensure the follow-up and provide technical feedback to a team of external consultants to complete the development of a digital tool to assess the environmental impact of humanitarian housing/shelter projects. Qualifications: University degree in civil engineering or architecture ; Minimum 5 years of experience in humanitarian projects related to shelter, construction, urban planning and the environment, at field level and/or headquarters (experience in countries of intervention and/or with the Red Cross and Red Crescent Movement is strongly desired); Solid experience in monitoring and assessing the environmental impact of humanitarian shelter operations, in sustainable construction and the use of bio-based materials (possession of a certification in sustainable construction, such as LEED, BREEAM or WELL, is strongly desired); Previous knowledge or experience with digital tools for assessing sustainable humanitarian construction (e.g., NEAT+, UNHCR Sustainable Shelter Tool, ICRC Sustainable Construction Tool, etc.); Fluency in French (fluency in English and/or the official languages of the countries of intervention is an asset); Advanced computer and design software skills (AutoCAD and/or Archicad); Strong negotiation, communication and teamwork skills; Be based in one of the above countries of intervention (preferred).
