Tenders are invited for Design Offices for the Study Mission and Supervision of Construction Work on Secondary Schools in the Targeted Province of Kasai (Tshikapa) The Government of the DRC is committed to building an inclusive and high-quality education system to foster national development, peace, and democratic citizenship. The Government has received financial support from the World Bank (WB) to implement the Girls Learning and Empowerment Project (LAEP), with the objective of improving, ensuring safer, and making more equitable access to education, particularly for girls, as well as teaching and learning conditions in public secondary schools in the ten targeted provinces. 1.2. Project Components The project has four main components, namely (I) Improving Access to Quality, Girl-Friendly Schools, (II) Improving the Quality of Teaching and Learning for All, (III) Project Management, Monitoring, and Evaluation, and (IV) Contingent Emergency Response (CERC). The sub-components will achieve the following objectives: Component 1: Improving Access to Quality, Girl-Friendly Schools Sub-component 1.1: Improving Learning Environments The project will finance the construction (or rehabilitation of existing public secondary schools, if applicable) and equipping of secondary schools, including environmentally friendly and accessible classrooms (2,600 secondary classrooms, or 260 schools) as well as water, sanitation, and hygiene (WASH) facilities in 1,260 schools. Sub-component 1.2: Increasing Female Participation in Education The project will provide scholarships to secondary school girls in Kasai and financial incentives to recruit 5,000 female teachers in 10 provinces. Performance incentives will be paid after recruitment, up to $16 million, verified by an independent agency. Component 2: Improving the Quality of Teaching and Learning for All Sub-component 2.1: Strengthening the Curriculum, Textbooks, and Teaching and Learning Materials This sub-component aims to improve access to quality teaching materials, including digital ones. It will finance the creation and distribution of textbooks in line with updated curricula, as well as IT equipment for Smart Labs in 388 schools, as well as the acquisition of IT equipment for digital classrooms and (if necessary) a charging system for each of the approximately 5,700 secondary schools in the five main target provinces that will not be equipped with a Smart Lab.
