Tenders are invited for National Vehicle And Fuel Emissions Laboratory Energy Savings Performance Contr Synopsis – Notice Of Intent To Sole Source 68Herc25r0183: National Vehicle And Fuel Emissions Laboratory Energy Savings Performance Contract – Design Oversight And Construction Follow-On Services May 29, 2025 This Synopsis Is Hereby Issued In Accordance With Far Part 5.203 In Response To The Mandatory Requirement For A 15-Day Notification. The Purpose Of This Synopsis Is To Announce The U.S. Environmental Protection Agency Intent To Negotiate/Award A Firm Fixed Price Sole Source Contract To Idesign & Planning, Llc (Idesign), Located At 2531 Ridge Road, White Lake, Mi 48383-1750 For The Purpose Of Providing Follow-On Services For The Ongoing Consolidation Project Located At The U.S. Epa 2565 Plymouth Road, Ann Arbor, Michigan. The Scope Of Work Includes Design Drawings, Specifications, And Calculations For Conformance With Applicable Local, State, And Federal Codes And Contract Requirements. At A Minimum The A/E Shall Perform Design Reviews For The Architectural, Mechanical, Electrical, Plumbing, And Structural. The Contract Will Be A 8-Month Contract The Government Intends To Negotiate Solely With Idesign, Per Far 6.302-2, As The Agency’S Need For The Services Is Of Such An Unusual And Compelling Urgency That The Government Would Be Seriously Injured Unless The Agency Is Permitted To Limit The Number Of Sources From Which It Solicits Proposals. Idesign Is The Architect Of Record For The Construction Phase Services For 2565 Plymouth Road, Ann Arbor, Michigan Facility. Since Idesign Has Provided The Design Services, It Is Of The Governments Best Interest To Have This A/E Complete The Construction Phase Services. The A/E Will Provide Contract Administration Services And Inspections During The Construction. The Epa Regions 5-10 Architect And Engineering Idiq Contracts Expired In September 2024, But Services Are Still Required. The Naics Code For This Acquisition Is 541330 – Engineering Services, With A Size Standard Of $25.5 Million, And The Psc Is C1db – Architect And Engineering – Construction: Laboratory. This Notice Is Not A Request For Competitive Proposals Or Quotations.
