Terms of Reference (ToR) Development and Roll-Out of Blockchain-Based Application for Transparent Financial Management 1. Background Oxfam in Lebanon is participating in the multi-country project titled Group Cash Transfer (GCT): Enhancing Community Agency for Localized Humanitarian Action. funded by the Swedish International Development Cooperation Agency (SIDA). The project seeks to explore, identify, and effectively use appropriate digital solutions in GCT delivery to facilitate simple, transparent, and accountable fund mobilization within the groups. This project is designed to provide financial resources, strengthen capacity, and enhance the agency of grassroots community groups in hard-to-reach areas to confront hazards and respond to their communities needs. This initiative seeks to expand the knowledge and evidence base for GCTs by developing and testing innovative approaches that empower grassroots community groups to address their own needs and priorities effectively. Group Cash Transfer (GCT) is a modality designed to transfer power to crisis-affected populations by providing cash transfers to groups, enabling them to implement community-led initiatives. The primary aim of the GCT modality is to enable rapid and contextually driven responses to crises while empowering local stakeholders and decision-makers as agents of change within their communities. By focusing on locally led initiatives, the project ensures that decision-making rests with each community group, creating an environment of empowerment and self-sufficiency. With an overall objective to test, learn from and influence localized approaches to deliver Group Cash Transfer (GCT) so that grassroots community groups in hard-to-reach areas strengthen their capacity and enhance their agency to confront hazards and respond to their communities needs, the project can be broken down into three different results presented below. Expected Result 1: Transfer of decision-making power and agency to crisis-affected community groups by facilitating their access to resources so their needs and priorities are addressed. Expected Result 2: Strengthened leadership, agency, and capacity of GCT groups to facilitate community-led responses based on their own needs and priorities. Expected Result 3: Increased transparency and accountability of GCT fund transfer and fund management by testing and utilizing effective and sustained digital solutions. The full tasks expected to be carried out by the consultant are outlined in the next section. 2. Objective of the Assignment The main objective of the assignment is to develop and roll out a blockchain-based application for transparent and accountable record-keeping of group fund mobilization. 3. Methodology The assignment will be initiated upon discussion with the program team to understand the context, program plan and timeline. I. Develop and roll-out of digital application for transparent and accountable record-keeping of group fund mobilization. The consultant will ensure the contextualization of existing digital platform and adaptation of existing Oxfam funded open ended blockchain platform to ensure development and roll out of smart contracting digital application for transparent record-keeping of the group fund mobilization. The consultant will utilize a human centric design approach to develop this system, conduct quality assurance, produce user manuals, conduct training, provide customer service, and host the system for at least one year in a secure server. The Assignment is expected to deliver the following outputs: 1.Inception Report and Work Plan: Conduct requirement analysis of digital systems that can ensure transparency, efficiency and accountability of group funds Map existing digital solutions including blockchain wallets Detailed inception report outlining the methodology, timeline, and key milestones for the assignment. Comprehensive work plan for the assignment. 2.Digital Application: Development of a digital application, or build on an existing one, for transparent record-keeping of group fund mobilization. The consultant will explore and assess if the existing Oxfam-funded open-source platform can be utilized for local use and application. 3.User Manual: Creation of a comprehensive user manual for the digital application. 4.Training: Conduct training sessions for the groups in Lebanon on how to use the digital application effectively. Training materials will be tailored to Arabic-speakingaudiences, ensuring cultural and linguistic relevance. 5.Customer Support Service and Server Hosting: Provision of customer support services and server hosting for at least one year. 6.Sustainability planning Develop a sustainability plan with each group to ensure the proper and effective usage of the application. 7.Endline report Post pilot: Deliver a detailed report summarizing findings from the six-month pilot period, including performance metrics, user satisfaction, and recommendations for scaling the solution.
