Tenders Are Invited For Flex Core Ground Segment Operations Service (F-Cops)

Tenders are invited for Flex Core Ground Segment Operations Service (F-COPS). In the frame of the FLEX mission, the data management and operations Ground Segment (GS) implements all the functions required for scientific data acquisition, processing, preservation and access to users. The subject of this tender covers the provision of FLEX Core Ground Segment Operations Service (F-COPS), which is in charge of the operations, corrective and preventive maintenance and evolution of the core mission specific functions of the FLEX Ground Segment to be operated in phase E2:- Payload activities planning: defining the FLORIS instrument operational scenarios taking into account the mission scientific objectives, satellite and ground segment constraints, and calibration and characterization requests- Payload data downlink planning: planning satellite X-band data dumps and corresponding X-band ground station(s) activities- Systematic Data Processing: processing systematically the instrument science telemetry raw data up to Level-0, Level-1 and Level-2- End-to-End Monitoring: end-to-end performance monitoring of GS behaviour from mission planning to X-Band data acquisition, products generation, archiving up to the data availability to the users The set-up, procurement, administration and maintenance of IT resources necessary to operate said functions, including network and system security, will be also fully under the Contractor responsibility for the entire duration of the service. The above service shall be provided to cover the following Phases:- Phase 1: Operational and Reference Platforms set-up, Service Phase-In and pre-operations. This phase encompasses all the necessary activity to put in place the operational/reference platforms, the service set-up and to shadow and support the ESA team during the GSV and in-orbit commissioning phases such as to be ready to take over the operations upon successful commissioning phase completion. This phase is concluded by the Operational Readiness Review (ORR) where the Contractor shall demonstrate its capacity to deliver the full service. Phase 1 has a duration of 1 year starting on January 15, 2026*.- Phase 2: Routine service provision encompasses the actual operation, maintenance and evolution of the core Ground Segment, there including the required IT resources. During the phase 2, the performance of the service will be assessed quarterly trough dedicated service reviews. Phase 2 has a duration of 2.5 years starting on January 15, 2027* with a potential extension to 3.5 years (i.e. 2.5+1 year) * Dates depending from official launch date.
