RECOFTC operates in the Asia-Pacific region, with country programme offices in Cambodia, Indonesia, Lao PDR, Myanmar, Nepal, Thailand and Viet Nam. RECOFTC has been building the foundations and capacity for community forestry in Indonesia since 1998. We work closely with the Ministry of Environment and Forestry to strengthen the capacity to implement sustainable forest management programmes and develop community-based forest management initiatives and strategies in Indonesia. RECOFTC Indonesia is based in Bogor, Indonesia. Its financial statements are prepared using the modified cash basis of accounting, following Financial Accounting Standards Interpretation (ISAK) 335 of 2024, Presentation of financial statements for non-profit oriented entities. Purpose of the call To uphold financial transparency and maintain the trust of our donors, RECOFTC Indonesia commissions an annual independent audit by a public accounting firm selected through a competitive procurement process. We seek qualified external auditors to conduct institutional audits for the financial years ending 31 December 2023 and 2024. Interested audit firms are invited to submit quotations in response to this call. Terms of Reference Objectives To provide an independent opinion on whether RECOFTC Indonesias financial statements for the year ending 31 December 2023 are fairly presented, in all material respects, following applicable Indonesian Financial Accounting Standards. To provide an independent opinion on whether RECOFTC Indonesias financial statements for the year ending 31 December 2024 are fairly presented, in all material respects, following applicable Indonesian Financial Accounting Standards. Scope of work The audit shall be conducted by an independent auditor who is a Certified Public Accountant registered with the Indonesian Financial Services Authority (OJK) and/or the Ministry of Finance of Indonesia. The audit must comply with applicable professional standards, including Standar Profesional Akuntan Publik (SPAP) or international standards issued by the International Federation of Accountants (IFAC). The auditor shall adequately plan, execute and report on the audit engagement in a professional, efficient and cost-effective manner, per the agreed mandate. The auditor is expected to: Evaluate the conformity of the financial statements with accounting standards. Assess internal controls over financial reporting. Test the reliability of transaction evidence. Verify compliance with budgets, donor agreements and relevant regulations. Based on a risk assessment, the auditor will determine the scope and methods of the audit (full or sample-based) and define appropriate procedures, including tests, interviews, analyses and other techniques necessary to form an independent audit opinion. The audit will be conducted remotely, with all necessary documents provided in digital format. The audited financial statements must be presented in both IDR and USD, displayed side by side in the report. A summary of the audited financial statements will be published in an Indonesian-language print or online media outlet or on the RECOFTC Indonesia website, as required by Law No. 16 of 2001 on Foundations, Article 15. The name of the Public Accounting Firm must be included. Deliverables The auditor is required to submit: A complete audit report with an opinion on the 2023 financial statements, in bilingual format (Bahasa Indonesia and English). A complete audit report with an opinion on the 2024 financial statements, in bilingual format (Bahasa Indonesia and English). One (1) soft copy in PDF format and three (3) hard copies of each audit report. Timeline The audit work shall be completed within three weeks from the commencement date of the audit.
