Tenders are invited for Gender, Equality, Disability and Social Inclusion (GEDSI) Expert: Cambodia Climate Resilience Program Closing Date: 1 Jun 2025 Type: Consultancy Themes: Climate Change and Environment/Gender Vacancy type: Contingent on funding and DFAT approval, four years, with possibility of extension Location: Cambodia, Mekong/Delta region Service areas: International Development, Gender and Social inclusion, Climate Change, Water Resource Management About the program The Cambodia Climate Resilience Program (CCRP) is a flagship bilateral investment by the Australian Department of Foreign Affairs and Trade (DFAT), valued at up to AUD 75 million over nine years, commencing with an initial four-year phase (AUD 30 million). CCRP aims to enhance Cambodias resilience to climate change, with a focus on strengthening water resource management systems, locally led adaptation, and inclusive development. CCRP will support Cambodian institutions, communities, and civil society to plan for and manage climate risks. It will align with the Cambodia Climate Change Strategic Plan 20242033, integrate with DFATs broader climate and water investments in the Mekong region, and respond directly to the development objectives outlined in the AustraliaCambodia Development Partnership Plan (20252029). About the role The Gender Equality, Disability and Social Inclusion (GEDSI) Expert will play a central role in ensuring CCRP delivers inclusive, equitable, and locally owned climate resilience outcomes. As a member of the programs Executive Team, the GEDSI Expert will provide technical leadership, strategic guidance, and operational oversight to ensure that GEDSI is effectively mainstreamed across all program components and embedded in the systems, policies, and practices of Cambodian institutions. This role is both strategic and practical. It requires shaping the programs overarching GEDSI approach while working closely with sectoral teamssuch as water governance, institutional capacity building, community adaptation, and grant deliveryto translate policy into practice. The Expert will support the development of targeted GEDSI interventions, help ensure compliance with DFATs GEDSI standards, and advise on intersectional barriers faced by marginalised groups, including women, Indigenous people, persons with disabilities, and climate-vulnerable populations. A key responsibility will be to foster partnerships with Cambodian government ministries (such as MOWRAM, MRD, MAFF), civil society, and community organisations to ensure inclusive delivery, strong representation of diverse voices, and sustainability of outcomes beyond the life of the program. The Expert will also provide inputs into the programs MEL system to ensure meaningful data capture, analysis, and learning related to social inclusion, rights-based approaches, and equitable access. The GEDSI Expert will work collaboratively with the broader program team and Australian and Cambodian partners, including DFAT, to contribute to the achievement of CCRPs End-of-Program Outcomes. This includes support to Australias broader public diplomacy objectives and the visibility of its contribution to inclusive and sustainable development in Cambodia and the Mekong region. This position is full-time and based in Phnom Penh, Cambodia, with regular domestic travel and occasional international travel as required. Appointment is subject to DFATs selection of ASI as the preferred tenderer and subsequent approval of the candidate at mobilisation Key responsibilities GEDSI Leadership & Technical Support Lead the development and iterative refinement of CCRPs GEDSI Strategy, ensuring alignment with DFATs standards and the local Cambodian context Provide high-quality technical guidance to mainstream GEDSI across all CCRP components, including water governance, institutional capacity building, and climate adaptation Oversee and advise on targeted GEDSI activities and small grants, with particular focus on social protection, empowerment, and intersectional vulnerability Collaborate with the Monitoring, Evaluation and Learning (MEL) Lead to ensure robust collection and use of GEDSI-disaggregated data, feeding into MEL frameworks and reporting requirements (including potential CRC-related indicators) Review program deliverables and provide technical input to ensure high-quality GEDSI integration across outputs and reporting Support the design and delivery of training to program teams, partners, and stakeholders on GEDSI principles, including womens economic empowerment and GBV prevention Program Strategy & Adaptive management Provide technical leadership on inclusion strategies that are locally owned, institutionally embedded, and financially sustainable Support the integration of GEDSI considerations in CCRPs Annual Work Plans and technical strategies Monitor evolving risks, policy shifts, and implementation challenges related to GEDSI and recommend appropriate program adjustments Lead engagement with DFAT, Cambodian government counterparts (e.g. MRD, MOWRAM, MAFF), civil society, and other DFAT programs (e.g. ACCESS 2, CAPRED) to promote GEDSI coherence Contribute to strategic communications and public diplomacy efforts that demonstrate Australias leadership in inclusive development. Operational Oversight Ensure GEDSI components are adequately resourced and budgeted across all program activities Provide regular forecasts and manage financial resources for GEDSI-related work Work with the Team Leader and Operations Manager to ensure that recruitment, procurement, and partner engagement practices reflect DFATs gender and social inclusion objectives Contribute to six-monthly progress reporting and knowledge products as required About you You will bring: Postgraduate qualifications in gender studies, social sciences, international development, environmental policy, or a relevant related field Minimum 10 years of experience in delivering and advising on GEDSI in Southeast Asia, preferably Cambodia or the Mekong region, with a focus on climate resilience, natural resources, or public service delivery Demonstrated experience in both GEDSI mainstreaming and the design and delivery of targeted inclusion initiatives Strong understanding of Cambodias institutional and cultural context for gender equality, disability inclusion, and social equity Familiarity with DFATs GEDSI frameworks, standards, and cross-cutting policies (including PSEAH and environmental safeguards) Proven ability to collaborate with government, civil society, and development partners at multiple levels Experience in designing or advising on gender- and disability-sensitive MEL frameworks and analysis Exceptional communication, facilitation, and cross-cultural skills Experience managing budgets, reporting, and partner coordination in a donor-funded program.
