CONSULTANCY FOCUS In accordance with the above, the JUH Colombia Office is seeking a Consultant with extensive knowledge and professional experience with international and national Safeguarding and PEAS standards. The purpose of the consultancy is to strengthen the institutional capacities of the Profamilia Association by validating an updated and strengthened mechanism for receiving and responding to complaints within the PEAS framework. The following are expected: Participatory development of a mechanism/protocol for receiving and responding to complaints or reports: (a) Identification and description of existing mechanisms at the community and organizational levels; (b) Development of recommendations for strengthening new, potential and viable mechanisms at the community and organizational levels; (c) Establishment of a response route and a community/organizational complaint and response mechanism. Development of indicators to measure the complaint reception and response process and impact related to PEAS to be applied at the organizational and community levels. (a) Design of indicators considering the document review and the results of the diagnosis resulting from the first phase; (b) Design of a methodology for adjusting and subsequently constructing indicators based on the other PEAS standards: policy, human resources, and accountability; (c) Sharing and adjusting consolidated indicators and methodology with the Profamilia team. REQUIRED QUALIFICATIONS AND EXPERIENCE Professional in the social sciences, politics, protection, and/or human rights, or related fields. Proven additional training in the field of Safeguarding and PEAS. At least three (3) years of professional experience in development cooperation and humanitarian aid projects in Latin America, particularly in Colombia. Solid knowledge of international and national Safeguarding and PEAS policies, norms, and standards. Experience with GBV initiatives and relevant protection and/or support institutional structures in the public and private sectors at the national level and/or in the Latin American region.
