Request for Information for Climate Resilience and Environmental Improvement for Communities Project. Brief Description of the Project: Rarotonga is experiencing increasing environmental pressures from climate change, including intensified rainfall, frequent flooding, and declining lagoon water quality, affecting coastal stability, threatening marine biodiversity, tourism, and local livelihoods. The proposed Climate Resilience and Environmental Improvement for Communities Project aims to address these challenges. Brief Description of Goods and Related Services, Works or Consulting Services to be Procured: The Muri and Titikaveka Flood Management will strengthen urban and community resilience in high-risk catchments using nature-based and integrated flood solutions. Works will focus on key stream systems in Muri (Parengaru, Aremango, Areiti, Nukupure) and Titikaveka (Taipara, Totokoitu, Turoa, Akapuao). Activities include wetland enhancement for stormwater storage and treatment, stream rehabilitation, riparian planting, culvert upgrades, debris management, and local drainage improvements. Educational and community features will also be included. Failing sanitation systems in project areas will be repaired or replaced. In the Pa Enua, climate change has heightened water insecurity, especially during prolonged droughts. The Pa Enua Water Security Initiative aims to build resilience in Aitutaki, Atiu, Mitiaro, and Mangaia by providing approximately 1,000 households with additional 6,000-litre rainwater tanks, increasing total capacity to 12,000 litres per home. Where necessary, installations will include tank foundations, guttering, and pipework. These upgrades will reduce the frequency and severity of drought-related emergencies, supporting healthier communities and ecosystems.
