Tenders are invited for Recruitment of a Consultant/Group of Consultants for the Conduct of a Study on Existing and Potential Value Chains. Closing Date: 8 Jun 2025 Type: Consultancy Carrying out a study of existing and potential value chains, employment niches and entrepreneurship needs in the wilaya of Hodh Ech Chargui, Mauritania. ACF has been working since 2007 in Mauritania, specifically in the wilayas of Nouakchott, Gorgol, Guidimakha and Hodh Ech Chargui, where several socio-economic inclusion projects are carried out for the benefit of vulnerable populations. The Hodh ech Chargui Region (HeC) is a wilaya of Mauritania, located in the southeast of the country and bordering Mali. It has been the subject of particular attention since 2012 because of the large influx of Malian refugee populations, particularly in the moughataa of Bassikounou. This situation has worsened sharply in 2023, in connection with the context of political and security instability in Mali. The employment situation is one of the major concerns of the public authorities in Mauritania and their development partners. And for good reason, the combined effects of the macroeconomic context of previous years, national policies and strategies that are often unadapted and non-inclusive, and recurrent crises coupled with demographic pressure have not been conducive to economic growth, job creation and poverty reduction. The general objective of the "Tawafoug" (Understanding) project is to promote an environment conducive to the socio-economic development and peaceful coexistence of host, refugee and returnee populations in the Wilaya of HeC (Mauritania). This programme was approved in July 2024 by the Operational Committee of the European Unions Emergency Trust Fund (ETF) for Africa. For component 3 of this programme, the local economy, human capital and the socio-economic integration of youth and women (host population and refugees) are supported through entrepreneurship development, support for economic initiatives and the creation of community assets. The overall objective of this study is to identify key value chains that can serve as catalysts for the development of local entrepreneurship, including the creation of small businesses for different communities (refugees and hosts). This analysis will focus on the varied and innovative sectors in response to the needs of the local, regional and national market. This service will be carried out in the wilaya of HeC, within a maximum period of 45 days with a start date scheduled for June 16, 2025. The final report must be sent to ACF by July 27, 2025 at the latest. For more information, please download the Terms of Reference.
