Tenders are invited for Bhutan: Regulatory and Market Assessment of Green Buildings The Royal Government of Bhutan received a grant of approximately US$5 million from the World Bank for the project titled Strengthening Risk Information for Disaster Resilience in Bhutan (the RIR Project). The objective of the project is to enhance Bhutans capacity for risk-informed decision making and development planning in targeted sectors. The project has three components as follows: Component A. Development and Piloting of a Multi-Hazard Risk Decision Support System Component B. Strengthening Hydromet and Agromet Services Delivery Component C. Professionalization of Construction Industry for Green and Resilient Infrastructure Development The Department of Human Settlement (DHS) under the Ministry of Infrastructure and Transport (MoIT) has revised the Building Regulation under Component C in 2023, and plans to revise the Bhutan Building Code 2018 to strengthen the structural codes and promote energy and water efficiency by June 2026. The construction of buildings in Bhutan is guided by the Building Code 2018, Building Regulation 2023, and Green Building Design Guidelines 2013. The Building Regulation 2023 enforces relevant codes and guidelines that promote energy efficiency, climate resilient and disability inclusive buildings. It prohibits the use of hazardous construction materials including those with a high global warming potential such as Chlorofluorocarbons, Hydrochlorofluorocarbons and Hydrofluorocarbons. However, the Green Building Design Guidelines 2013 is generic in nature and does not provide specific guidance on energy and water efficiency measures. The World Bank is seeking to hire a consultancy firm for a comprehensive Mapping Study of Bhutans Green Building Sector. The assignments primary goal is to evaluate the existing building stock in terms of the typologies, their building specifications, their energy and water consumption patterns, growth trends and a detailed technical survey of selected buildings. The project will be structured around the following core work streams: · Building Stock Study: This involves getting macro level data on the number and area of different types of buildings that have been commissioned over the last decade. This also involves studying the water and energy consumption data at a macro level. · Building Growth Trend Study: This involves studying the growth trends of the building industry and making projections regarding the near-term forecast of building growth. · Technical Survey of Buildings: This involves conducting a deep-dive study of selected existing buildings in terms of building specifications and their energy and water consumption patterns. · Industry and market capacity assessment: This involves identifying locally or regionally available, technically feasible, and cost-effective green building technologies and materials for the development of technically and financially viable green building codes in Bhutan. · Green Building Codes: Recommendations for the revision of the Bhutan Building Code based on all the work streams mentioned above. The assessment aims to pinpoint sector opportunities, drivers, challenges, and emerging trends. It also seeks to evaluate the policy, regulatory, and institutional framework for green building to identify barriers hindering uptake. Additionally, it will analyze the current market state, expected growth, and evolution up to 2030.
