The Work Within This Raw Window Agreement Will Be Carried Out Through Sub-Assignments And Relate To New Construction Or Reconstructions And The Functional Maintenance Of The Public Lighting Installation (Ovl). The Activities Mainly Consist Of: Delivering Masts And Luminaires; (Re) Installing, Replacing, Assembling And Connecting Lighting Objects, Masts And Luminaires; Coordinating Work On The Regulated Network; Performing Preventive And Corrective Maintenance, Consisting Of, Among Other Things: Organizing And Keeping A Fault Service Service; Performing Group Brakeplace; Performing Regular Maintenance; Removal Of Malfunctions And Defects; Repair Damage Caused By Collisions Or Vandalism; Repair Damage As A Result Of Old Age Or Wear; Moving Lighting Objects; Reunion Of Skewed Masts; Replacing Masts And Luminaires; Work On Your Own Network; Reporting The Work Performed; The Delivery Of Damage Information In The Event Of A Collision For The Benefit Of Compensation; Delivering Or Processing Revision Data In The Clients Management System. The Lighting Objects To Be Replaced And Maintained Are All Located In The Municipality Of Asten And Fall Entirely Under Its Responsibility. These Activities Are Inextricably Linked. Formally, The Work Has Not Been Merged Here Because The Content And Extent Of This Assignment Can Be Seen As One Technical And Economic Whole. The Size Of The Assignment Is So That The Entire Work For An Average Sme Company That Is Active In This Industry Is Easy To Implement. For This Reason, It Is Not Necessary To Divide The Work Into Plots. Moreover, That Would Lead To Unwanted Extra Planning And Coordination For The Contractors And The Municipality. Immediately After Awarding, The Agreement Will Be Entered Into And Is Entered Into For A Minimum Period Of 4 Calendar Years (Until 31 May 2029) With The Possibility To Extend It By Twice A Year To A Maximum Of Six Years. With A Maximum Duration Of Six Years, The Framework Agreement Ends As Of 31 May 2031. If The Maximum Order Value As Mentioned In The Specifications Is Previously Reached, The Framework Agreement Will Also End By Operation Of Law. The Proportionality Guide States That The Term Of An Agreement Must Be In Reasonable Proportion To The Nature And Scope Of The Assignment And The Investments To Be Made. For Maintenance Contracts, A Total Period Of Four Years (Two Years Of Which Are Initially And Two Years Of Optional) Is Common. This Period Offers Sufficient Time For The Contractor To Work Efficiently And To Recover Any Investments, Without Unnecessarily Closing The Market. For This Assignment, However, A Total Contract Duration Of Six Years Is Proposed, Consisting Of Four Years Of Initial Duration Plus Twice The Possibility To Extend By One Year. The Reason Is That The Municipality Strives To Make The Remainder Of The Public Lighting Area More Sustainable Within Six Years. The Chosen Contract Duration Of Four Years With An Optional Extension Of Two Years Gives The Municipality The Flexibility To Achieve This Goal. After This Period, A New Maintenance Contract Can Be Drawn Up That Is Fully Focused On Led Technology.
